<br />U.S. FORE51' SERVICE SPECIAL USE PERMIT APPLICATION <br /> <br />Permit stipulations to Permit C-007-80 issued by the Colorado Mined Land <br />Reclamation Division and Permit CO-0021 issued by the Federal Office of <br />Surface Miring to West Elk Coal Camp any (WECC) for its Mt. Gunnison No. 1 <br />Underground Mine, located near Somerset, require that WECC install a <br />subsidence monitoring network over the first panel to be retreat mined. WECC <br />proposes to develop the panel as shown on Attachment A some time in 1985 and <br />the pillars pulled in 1986. <br />In compliance with~the above-referenced permit stipulations, WECC proposes to <br />establish n subsidence monitoring network consisting of monuments located 1n <br />twb brushed survey strips in the location shown on Attachment B. The permits <br />stipulate that the survey network he established prior to development of the <br />panel, Since the panel may be developed as early as February, 1985, WECC <br />wishes to install the monuments before the end of the 1984 construction <br />,season. Thus WECC proposes to install the monitoring network lnmedlately upon <br />approval of this application. The northern-most strip will be approximately <br />10 to 15 feet wide and approximately 2400 feet long, while the southern strip <br />will be approximately 10 to 15 feet wide and 2000 feet lang. The tabor survey <br />monuments will be placed approximately 50 feet apart and regularly surveyed to <br />precisely monitor for any surficial effects of subsidence resulting from <br />retreat mining. ' <br />Brush within the survey strips will be lopped into approximately 24 inch <br />lengths and scattered. Stumps will be cut to within four inches of the <br />ground. Brushing of steep slopes will be avoided wherever possible. <br />Gasoline-powered chain saws equipped with approved spark arresters will be <br />used to brush the strips. Survey monuments will be installed by hand, thus no <br />heavy duty equipment will be needed for this operation. <br />Access to the survey strips will be via Dry Fork Forest Road No. 711 and <br />Apache Rocks Road, as shown on Attachment C. An archeological survey of the <br />area to be brushed is being completed by the Grand River Institute in Grand <br />Junction. The results of this survey will be submitted to you as soon as it <br />is completed. <br />Trash created by any of the operations described above will be transported to <br />the county landfill for disposal. <br /> <br />~~ <br />
