Gunnison Na. 1 Underground Mine. <br />Dear Mr. Holbrook; <br />Attached is d copy of our,Auqust 9, 1984, memo regarding stipulations we <br />recommended for West Elk Coal Company's subsidence monitoring network. <br />We have noted in the proposed revision a provision which was not covered <br />in West Elk's initial proposal to us. This provision calls for 4 ft. by <br />4 ft. white plywood targets to 6e placed over each monitoring station. <br />My estimate is that approximately 90 of these will be needed. We are <br />concerned with visual impacts of this added use; but since we are unable <br />to address these impacts on the ground during winter months, it is <br />di}ficuit to judge how significant they are. [have discussed these <br />concerns with Rocky Bowman of ARCO, and we have agreed to submit Lhe <br />following recommandatian: <br />A. Investigate visual impacts in the spring of 1985. <br />A. 1. If visual impacts are judged by the forest Service to be <br />insignificant, nothing lurther will be required. <br />A. 2. If visual impaet9 are fudged by the Forest Service to be <br />significant, a stipulation will be added to the permit <br />requiring that the panels be turned so that the neutral,,; <br />(brown) color faces up during non-snow covered Deriods <br />(from June - October 15) except during specific times ~ <br />when subsidence measurements are being made, <br />We would also recommend that the fallowing Stipulation be added: <br />Atl subsidence markers and panels will be removed at the conclusion of <br />the project.
