5.2.2.1 PCBs Onsite at Climaa (All Known PCB transformers and oil at Climax have been <br />• removed and properly disposed of as of January 1,1998). <br />Chemical: Polychlorinated Biphenyls. <br />Description: PCB oil is a nonbiodegradable and potentially hazardous material that is used as an <br />electrical gear coolant and insulating medium. <br />Location: No known locations as of May 2004. <br />Spill Potential: Based on experience handling old PCB-containing equipment in past years at <br />Climax, the spill potential is low. <br />Potential Volume Spilled: Usually small quantities less than a gallon or so. <br />Prevention and Control: Several methods of control have been employed by Climax personnel <br />including: (1) all transformers have been inventoried, inspected for leaks, and labeled as required <br />by law; (2) all PCB transformers have adequate primary over-current protection. For more <br />information see Table 2. <br />Countermeasures: Nearly all PCB spills will be of a minor nature and small volume (leaky <br />bushings, valves, etc.) and will be detected and cleaned up during routine checks by Electrical <br />• Department personnel. Countermeasures should be implemented by Electrical Department <br />personnel and will consist of the following: <br />(1) PCB spill on a concrete surface (substation): <br />(a) Notify Electrical Department personnel <br />(b) Use imbiber bags or sorbent pillows to absorb spillage of PCB oil <br />(c) If spill is lazge enough, sorbent booms may be needed to surround the spilt <br />(d) Rags and solvent can be used to clean the PCB oil off the contaminated surface <br />(e) Deposit used rags and soiled imbiber or absorbent in PCB disposal cans <br />(f) Contact the Environmental Department for directions on disposal <br />(2) PCB spill around a leaky valve: <br />(a) Notify Electrical Department personnel <br />(b) Install a plastic bag filled with imbiber beads on the valve in such a manner that <br />leaking fluid will be caught in the bag, or <br />(c) If leaking too much for a bag, install a drip pan filled with imbiber beads beneath <br />the leaky valve to catch al] leaking oil <br />(d) Follow (d), (e), and (f) procedures as above <br />41 <br />
