. 5.2.1.11 Transformers near old Industrial Relations (IR) Building <br />i • <br />Description: A number ofout-of-service transformers aze stored on the concrete pad foundation <br />of the former IR Building. All transformers in storage are PCB-free and contain only mineral oil. <br />Location: Located north of the Mill Building. <br />Spill Potential: Moderate <br />Potential Volume Spilled: If any of the transformers leak, it would most likely be a small <br />amount (<5 gallons) and it would report to the concrete slab surface. <br />Prevention and Control: Spill containment for transformers consists of a "Collapse-a-Tainer" <br />made by New Pig Corporation. There are three "Collapse-a-Tamers" in use: two that have 1496 <br />gallon capacities and one that has a 748 gallon capacity. Any spilled transformer oil that escapes <br />containment would report to a concrete slab, where it can be easily contained by diking or using <br />sorbent booms. <br />Countermeasures: If a spill of oil occurs, sorbent booms may be used to dike and contain the <br />spill. Soiled booms and contaminated soil should be scooped up with a shovel and placed in a <br />container for transport to and disposal in the Climax landfill with the approval of the <br />Environmental Department. <br />Nearest Clean-up Equipment: Spill kits aze located in the Moly Warehouse. <br />Visual Inspections and Integrity Testing: During operations the transformers are visually <br />checked on a weekly basis, and they aze inspected monthly. During standby status of the mine <br />transformers are checked monthly. <br />Reporting: In the event that waters of the State of Colorado are threatened by a spill from the <br />transfonners near the old IR Building, the notification procedure outlined in Sections 4.2, 4.3, <br />and 4.4 will apply. Any spill from the transformers should be documented on the "Spill Incident <br />Report" form immediately (Appendix 1), and given to the Environmental Department. <br />Conformance with Applicable Requirements: At the time of this writing (May 2004) the <br />Transformer storage area at the former IR Building facilities is in conformance with applicable <br />regulatory requirements. <br />37 <br />
