I!l. Comments - Compliance <br />Below are Comments on the inspection. The comments in_lude discussion of <br />o~~servations rnaoe during tyre inspection, Conments also descriue any <br />enforcement actions taken during the insp?=tion and the facts or evidence <br />zupportiny the enforcement action. <br />The operator plans to construct a roof over the barrel storage area <br />next to the fuel bay. A revision should be provided to the <br />Division prior to construction of the roof. <br />TOPSOIL <br />All topsoil and subsoil resources should continue to be protected <br />from wind and water erosion. The Division would recommend that the <br />operator cease using subsoil for construction projects until an <br />accurate topsoil balance can be estimated. This is currently being <br />calculated in Technical Revision No. 64. It was determined that <br />two topsoil piles, formally located along the Sylvester Gulch road, <br />had been moved to the benches of the refuse pile without approval <br />from the Division. Therefore, NOV C-93-113 was issued. <br />EXCESS SPOIL AND DEVELOPMENT WASTE <br />At the time of the inspection there was one area on the western <br />slope of the pile that was conveying water over the face of the <br />refuse pile. This was evidenced by the formation of rills that <br />began at the top of the pile. Prior to the conclusion of the <br />inspection, the operator constructed a berm in this area to prevent <br />water from flowing over the face of the pile. The operator <br />continues and should continue to maintain a berm and silt fence <br />around the perimeter of the pile, at the top of the pile. MCC <br />should complete the reclamation of the western side of the refuse <br />pile, including seeding, prior to the end of this field season. <br />POND REPORT <br />MB-l: The operator's pond inspection report for the second <br />quarter of 1993, noted a seep at the NW corner of the toe <br />of the embankment near the SW corner of the surface shop. <br />At the time of the Division's inspection the embankment <br />was damp, and there was standing water of the gravel pad <br />below the embankment. There are cattails growing, which <br />is evidence that the seep has been active for some time. <br />This area should continue to be monitored, to identify <br />the source of the water. There were some cracks noted on <br />the north side of the pond, on top of the embankment. I <br />am not sure if the cracks are related to settlement or <br />instability of the embankment. The cracks should <br />continue to be monitored to determine for signs of <br />instability. The water level in MB-1 was low, as the <br />3 <br />
