Cor~ments also descriue any <br />enforcement actions taken during the inspection and the facts or evidence <br />supporting the enforcement action. <br />HYDROLOGIC BALANCE <br />It was reiterated by the inspectors, that the spring inspected last <br />month on Mr. Mautz's property should be inventoried, depicted on a <br />map, and monitored, regardless of whether it is a decreed spring. <br />The lower section of the 100-year ditch on the west side of the <br />refuse pile requires cleaning in order to ensure that the ditch <br />will continue to function as designed. The operator had begun to <br />clean this ditch prior to the conclusion of the inspection. The <br />west side of the gravel pad at MB-6 should be regraded so that it <br />drains to this pond. This area may change, however, upon <br />construction of the new coal storage pad. This is an upcoming <br />revision that MCC will submit to the Division. The inlet to MB-6 <br />on the north side of the pond should be protected as its starting <br />to erode and wash out. The hay bales in the ditch along Sylvester <br />Gulch road need to be "keyed in". The culvert on the downstream <br />side of the inlet at MB-1 requires cleaning in order to ensure that <br />the culvert will continue to function as designed. The ditch <br />immediately below the emergency spillways for MB-1 and FW-1 <br />requires cleaning. The sediment trap under the conveyor at the <br />portals has been cleaned out since the Division's last inspection. <br />The ditch on the west side of this sediment trap needs cleaning. <br />The culvert at the substation was full of sediment but was cleaned <br />prior to the conclusion of the inspection. According to the <br />operator, there was a significant storm event over the previous <br />weekend. This culvert is bent in the middle and, therefore, will <br />not drain properly. The operator is considering putting in a <br />concrete lined dip section to convey the water to the sediment <br />pond. This method is preferred by the operator, as opposed to <br />installing a new culvert, as there are a number of powerlines that <br />run underground in this area. Prior to installation, a minor <br />revision should be submitted to the Division detailing the designs <br />of the dip section. In addition, the ditch upstream of this <br />culvert should be protected using riprap, or another method, <br />because there is evidence of downcutting. This ditch is on a steep <br />slope. The operator is in the process of removing equipment from <br />the explosive bunkers so that this area can be regraded to provide <br />proper drainage to the culvert. <br />SUPPORT FACILITIES <br />The operator is in the process of decommissioning the waste oil <br />tank. The tank should be removed by June 1994, depending on the <br />remedial action plan. The recently constructed shop is in use. <br />The shop bench is slowly being cleaned up as equipment is being <br />moved into the new shop. The oil/water separator is operational. <br />2 <br />
