PAGE 2 <br />The topsoil stockpile next to the CRDA l11 refuse pile had a section <br />of containment berm which needed repairs. This was done prior to the <br />end of the inspection. <br />The topsoil pile located in the vicinity of ponds 6 and 10 had <br />material which had been removed from an adjacent stream channel <br />placed on the pile. Even though the material was not from the <br />disturbed area, the question arose about contamination of the pile <br />since the material from the stream channel was not tested. According <br />to the company the material would be tested before it was placed as <br />topsoil. It appears this is a common practice and may or may not be <br />a problem which will not be known until the material is tested. The <br />berm around the topsoil pile had not been replaced. <br />The clean water diversion above CRDA l~2 refuse area was checked and <br />is functional. <br />The CRDA refuse area was checked and is stable. <br />The method of spill prevention of petroleum products is to use <br />existing ponds to contain any spill which might occurr regardless of <br />the distance from the storage area to the pond. In some cases if a <br />spill were to occurr it would have to travel overland as much as a <br />thousand feet or more before reaching a pond. This would allow the <br />ground in between the spill and the containment area to become <br />contaminated. The company is in compliance with their approved spill <br />prevention plan but improvements could be made to prevent the above. <br />The dip structure bridge going into the rail loadout was undercut on <br />its down stream side from the recent stony event. This will be <br />repaired. <br />Coal fines up to 6 inches deep have been deposited outside of the <br />containment area at the train loadout. It appears this material was <br />wind blown during the loading of the train cars. The coal fines will <br />be cleaned up and a plan will be submitted to prevent the material <br />from entering the Colorado river. <br />The sewage lagoons on the Cameo mine have what appear to be rodent <br />holes in the embankments. These will be checked to see what problem <br />they may pose and repaired if necessary. <br />Other topsoil piles checked were ok with the exception of no signs on <br />the topsoil piles at the south portal fan. <br />The Cameo mine which has not been active for several years is being <br />maintained. The mine is being pumped and ventilated. The discharge <br />rate at the time of the inspection was 150 GPM. <br />The records check found the liability insurance due to be renewed on <br />October 1. There was a question on whether Powderhorn Coal was the <br />sole holder of the certificate of insurance or if Peabody Holding Co. <br />was the certificate holder. This question was answered by Larry <br />Rout ten on 9-17-91 confirming Powderhorn to be the holder of the <br />
