Box 1430 <br />Palisade, CO 81526 <br />(303)464-7951 <br />Individuals present: <br />Russ Porter, OSM <br />Larry Routten, MLRD <br />Larry Reschke, Powderhorn Coal <br />This was a joint inspection with the Colorado Mine Land Reclamation <br />Division of the Powderhorn Coal Company Roadside and Cameo mine. <br />The inspection began at the CRDA Ill refuse area. The area appeared <br />stable with the excepton of diversion ditches which need maintenance. <br />The permittee was informed of the need and will comply. <br />Pond I16 and the surrounding area was checked. A recent storm event <br />in a drainage that runs through the Cameo site prior to entering the <br />Colorado river had resulted in pond I16 overtopping. The storm was <br />estimated to be a 20 year event. Part of the problem was caused by a <br />bridge or dip structure across the drainage and just above the pond <br />location. Debri had been trapped at the dip structure creating a dam <br />which eventually broke loose releasing a volume of water in excess of <br />the capacity of the pond. Some erosion of the pond embankment <br />resulted from the water but it did not appear to be of an extent that <br />would effect the integrity of the structure. Repairs to the <br />embankment will be done. The company notified the Department of <br />Health and MLRD that the effluent limits would be exceeded due to the <br />storm event. Clean up and repair work was being done during the <br />inspection. The spillway was plugged and the dewatering was <br />progressing slowly, however by the end of the inspection water was <br />flowing continously from the spillway and the amount of sedimentation <br />in the discharging water had improved greatly from the previous day. <br />In an attempt to prevent a reoccurrance of the problem a trash rack <br />will be installed above the dip structure. <br />
