to control erosion and siltation and to protect the surface from <br /> • slides or other damage. The upper edge of the waste dump will be <br /> graded into the existing hillside with the lower edge being graded <br /> to a slope reflecting the surrounding topography with maximum slopes <br /> no steeper than a 2:1 horizontal to vertical ratio. All adits, <br /> vent holes or shafts will be plugged or sealed, either permanently <br /> or temporarily, depending upon the decision of the Department of <br /> Energy. Compacted areas will be scarified and covered with topsoil <br /> to a depth of six to eight inches and seeded. Pre-existing roads <br /> will be left in servicable condition with the other roads being <br /> scarified and seeded. All backfilling and grading will be completed <br /> as soon as feasible after the mining is completed. <br /> • Water <br /> Cotter Corporation will comply with applicable federal and <br /> Colorado water laws and regulations as to water rights and water <br /> quality. <br /> Wildlife <br /> The mining and reclamation plans will take into consideration <br /> the safety and protection of wildlife on the mine site and access <br /> roads. Cotter has contacted the Colorado Division of Wildlife, <br /> the Bureau of Land Management, and the Department of Energy con- <br /> cerning the protection, rehabilitation and improvement of wildlife <br /> habitat (see Exhibit H) . <br /> -9- <br />
