• vegetation cover value required for previously disturbed land at the Edna Mine. <br />Although, vegetation measurements taken during the bond release for the remainder <br />of East Ridge estimated the mean vegetation cover value at 22% and the azea <br />appeazed stable in terms of erosion, it was believed that 47% vegetation cover was <br />more appropriate and would be consistent with the minimum vegetation cover value <br />required for previously disturbed lands. <br />fhe vegetation cover value for the East Ridge azea was 64.3%. Undesirable plant <br />species contributed 0.3% to the cover value. Appendix B provides the vegetation <br />sampling data collected during July, 1997. The vegetation sampling was performed <br />in accordance with the Guideline ReeazdinR Selected Coal Mine Bond Release Issues, <br />CDMG (April 18, 1995). <br />Center Ridge -Center Ridge was mined and reclaimed under the federal Surface <br />• Mining Control and Reclamation Act (SMCRA; P.L. 95-87) Interim Regulations and <br />under the Colorado Mined Land Reclamation Act (CMLRA) Regulations (effective <br />May, 1977). However, a portion of the azea did not undergo final grading and <br />seeding until after the promulgation of the Colorado Surface Mining Reclamation Act <br />(CSMRA) Regulations (effective August 30, 1980). Therefore, this portion of Center <br />Ridge was included in the estimation of the reclamation liability bond associated with <br />Permit C-80-001. <br />As in the case of East Ridge, quantitative revegetation success pazameters for Center <br />Ridge were not required. However, more favorable vegetation cover was present on <br />Center Ridge during a previous bond release for the remainder of the azea. The <br />vegetation cover on Center Ridge at the time of the previous bond release was 42%. <br />Therefore, it was mutually agreed by P&M and the CDMG that the minimum <br />vegetative cover value for determining revegetation success would be established at <br />42%. <br />• <br />
