Description of the reclamation results achieved: <br />• East Ridge -East Ridge was initially mined prior to any reclamation laws. However, <br />a portion was re-mined and reclaimed under the federal Surface Mining Control and <br />Reclamation Act (SMCRA; P.L. 95-87) Interim Regulations and the Colorado Mined <br />Land Reclamation Act (CMLRA) Regulations (effective May, 1977). This portion of <br />the azea did not undergo final seeding until after the promulgation of the Colorado <br />Surface Mining Reclamation Act (CSMRA) Regulations (effective August 30, 1980). <br />Therefore, this portion of East Ridge was included in the estimation of the <br />reclamation liability bond associated with Permit C-80-001. <br />The CMLRA did not contain quantitative vegetation pazameters for determining <br />success of reclamation, but rather contained subjective criteria calling for vegetation <br />sufficient to control erosion. Through discussions between P&M and the CDMG, i[ <br />.vas mutually agreed that a vegetation cover value of 47% would fulfill the <br />requirement of vegetation sufficient to control erosion. This value was based in part <br />• on a previous reclamation liability release for the remainder of East Ridge and the <br />
