March 30, 1006 <br />Mr. Byron Walker <br />Re.~ Hayden Gulch Loadout, Permit C-91-08/ <br />Responses to Midterm Permit Comments <br />Page 6 <br />are also shown on Exhibit 12-2 (Revision 10). Supporting (post TR-06) drainage system <br />documentation is presented in Appendix 12-4, Culvert and Ditch Design. As noted, Ditch 5 <br />is the only existing drainage feature that will be removed as a result of TR-06 modifications. <br />The location of existing Ditch 5 is shown in Attachment 12-1 on Exhibit 12-2 (Revision 5, <br />dated 8/99). The supporting SEDCAD demonstration is included in Attachment 12-1. <br />The revised design for haul road HGLF-HR2 includes a revised drainage system. The ditch <br />and culvert configurations, which are all proposed, are shown on Exbibit 12-5, Haul Road <br />HGLF-HR2 (Revision 1). The original HGLF-HRZ design included a proposed ditch (Ditch <br />A) and culvert (LFC-5) which were never constructed. While not necessary since they were <br />never constructed, for completeness purposes, the design documentation for these features <br />have been included in Attachment 12-1. <br />The insertion instructions dealing with Tab 12 are complicated. There is replacement material (i.e., <br />text); there is some material being moved from an existing, approved, appendix (i.e., design <br />documentation for LFC-5) to Attachment 12-1; as well as, previously removed material (i.e., Exhibit <br />12-1 [Revision 9, dated 8/99]) is being re-inserted into the PAP. HGTI requests that CDMG staff <br />contact HGTI with any questions regarding how Tab 12 should be structured following approval of <br />TR-07. HGTI assumes that upon the initiation of the TR-06 approved modifications, CDMG will <br />agree that the material in Attachment 12-1 can be removed from the PAP, most likely via a permit <br />minor revision. <br />Rule 2.05.3(3)(c) <br />Item 11. Appendix 12-5 is referenced on page 5 as a haul road (HGLF-HRI) certification. The <br />current (post TR 6) Exhibit 12-5 is a design for haul road HGLF-HR2. Post TR 6 <br />configuration of HGLF-HRI remains unchanged under Technical Revision (TR) 6. <br />(Note that the configuration of HGLF-HRI on Exhibit 12-1, Revision 10, 11/2004, is not <br />the original loop-alignment of HGLF-HRI.) Please clarify the PAP to correlate <br />certifications with the appropriate road <br />Response: Tab 12, page 5 does indeed reference Appendix 12-5, Road Certifications, which is <br />intended to be the place in the PAP for road as-built certifications; in this case certifications <br />pertaining to haul road HGLF-HRI. Appendix 12-5 was added to the PAP as part of the TR-06 <br />submittal at the request of CDMG. And, as noted by CDMG, Exhibit 12-5 is indeed the design for <br />haul road HGLF-HR2. Haul road HGLF-HRI is an existing, and approved haul road that runs from <br />Routt County Road 53 in the southwest corner of the permit azea to the coal handling facilities area. <br />It terminates at the Truck Dump Hopper (see Exhibit 12-1). Haul road HGLF-HR2 is a proposed <br />loop road that will be constructed so that coal haulage trucks can loaded from the relocated (as <br />approved by TR-06) Loadout structure (see Exhibit 12-I or 12-2). Since Exhibit 12-5 is a design, <br />there is no construction certification that can be inserted into the PAP. <br />H-G Coal Company, the previous owner and operator of the Hayden Gulch Loadout, inspected and <br />certified haul roads at the Hayden Gulch Mine (Permit C-80-003) in April 1986. As of April 1986, <br />the Hayden Gulch Loadout was permitted as part of the Hayden Gulch Mine (Permit C-80-003). <br />Haul road HGLF-HRI, by being an existing (circa April 1986) Hayden Gulch Mine haul road is <br />included in the April 1986 certification. The 1986 certification was inadvertently left out of the TR- <br />Hydro-Environmental Solutions, Inc. <br />P.O.
