March 30, 2006 <br />Mr. Byron Walker <br />Re: Hayden Gulch Loadout, Permit C-92-08t <br />Responses to Midterm Permi[ Comments <br />Page 7 <br />06 submittal. It has been included in this submittal package and should be inserted into Appendix <br />12-5. <br />As noted above, Exhibit 12-5 is the design for haul road HGLF-HR2. This design is for a loop road <br />that will provide a route for coal haulage trucks to the relocated (as approved by TR-06) loadout <br />structure. The design approved by TR-06 is a modified design from the original design that was in <br />the PAP prior to TR-06 (i.e., Exhibit 12-5, drawing date of 02/03/1993). As shown on the design <br />dated 02/03/1993, the original design was a spur road (This design is presented in Attachment 12-1). <br />The Division incorrectly noted in this comment that haul road HGLF-HRl was configured as a loop <br />at one time. This haul road has always been configured as a spur road. The road alignment shown <br />on Exhibit 12-I, Revision 10, 11/2004, is the correct alignment. This road has always started at the <br />junction with Routt County Road 53 and ended at the facility Truck Dump Hopper (see Exhibit 12-1 <br />[Revision 9, dated 8/99], which is presented in Attachment 12-1). HGTI anticipates that with the re- <br />insertion of pre-TR-OS material (prior to the initial coal handling modification approved in July, <br />2000) into the PAP, the alignment of haul roads HGLF-HRl and HGLF-HR2 will be clear. <br />Item 12. Please better define the proposed access road on Drawing 12-2 (Revision 9). <br />Response: HGTI assumes that CDMG's reference to a proposed access road as shown on Exhibit <br />12-2 (Revision 9) is in reference to un-attached text "Access Road" adjacent [o Ditch 6. <br />A road alignment adjacent to Ditch 6 was inadvertently left off Exhibit 12-2 (Revision 9). The <br />revised Exhibit 12-2 (Revision 10) included with this submittal includes the appropriate road <br />alignment. The road is designated as a light-use road. Please note that this is an existing road. It <br />currently goes from the existing truck dump hopper to the existing coal loadout structure location. <br />HGTI anticipates that the road configuration will change slightly upon construction of the modified <br />coal handling system approved by TR-06 (i.e., it will no longer go past the truck dump hopper <br />because of the new radial stacker and 30,000 ton coal stockpile). <br />Item 13. Alight use road is described on page 8 of Tab 12. The light use road is not shown on a <br />map. Please show the location of the light use road on the appropriate maps. <br />Response: Both Exhibit 12-1, Facilities Map, and Exhibit 12-2, Surface Water Control Plan Map, <br />have been revised to show the light-use roads described in Tab 12. <br />Rule 2.05.3(3)(c)(v) <br />Item 14. No description of measures to be used to ensure that the interests of the public and <br />landowners affected are protected was found in the PAP.
