March 30, 2006 <br />Mr. Byron Walker <br />Re: Hayden Gulch Loadaut, Permit C-92-081 <br />Responses to Mid[erm Permrt Comments <br />Page 5 <br />Existin buildings which will be demolished include <br />• Conical stack tube <br />• Stack tube reclaim tunnel (with feeder belt conveyor) <br />• Crusher belt conveyor <br />• Office/change house building <br />The locations of these buildings, which are existing and currently on the ground (March 2006) are <br />shown on Exhibit 12-1 (Revision 9, TR-04 Incidental Permit Boundary Change, dated 8/99) and <br />Exhibit 12-2 (Revision 5, TR-04 Incidental Permit Boundary Change, dated 8/99). These exhibits <br />are included in Attachment 12-1. <br />TR-06 modifications will not significantly change the transportation network or the drainage and <br />sediment control system. <br />• The existing rail loop and spur will be retained in their existing configurations. Existing <br />haul road HGLF-HRl will be retained in its existing configuration. These features are <br />shown on Exhibit 12-1 (Revision 13). Please note these features are also shown in <br />Attachment 12-1 on Exhibit 12-1 (Revision 9, dated 8/99). <br />• The facilities area access road will be retained, but it will be shortened in length. The new, <br />30,000 ton coal stockpile will be placed over a portion of the existing road's path. The <br />stockpile location and revised road corridor are shown on Exhibit 12-2 (Revision 10). The <br />original road corridor is shown in Attachment 12-1 on Exhibit 12-2 (Revision 5, dated <br />8/99). <br />• Haul road HGLF-HRZ is a proposed haul road that will be used by coal haulage trucks to <br />get to the relocated coal loadout building. This proposed haul road corridor is shown on <br />Exhibit 12-2 (Revision 10). Please note that there have been plans for haul road HGLF- <br />HR2 since the initial permit application (December 14, 1992). The design was originally <br />included in the PAP as Exhibit 12-5 (drawing date of 2/3/93). While the road was never <br />constructed, the original design drawing (dated 2/3/93) has also been included in <br />Attachment 12-1, since the proposed road layout is shown on Exhibit 12-1 (Revision 9, <br />dated 8/99) and Exhibit 12-2 (Revision 5, dated 8/99). <br />• The two sediment ponds (Truck Loop Pond and Rail Loop Pond) will be retained as is. <br />There are no anticipated changes or modifications needed to either as a result of TR-06. <br />The pond locations are shown on Exhibit 12-1 (Revision 13) and Exhibit 12-2 (Revision <br />10). As-built configurations are shown on Exhibit 12-3, Truck Loop Pondl Existing <br />Condition (with a drawing date of 3/1/93) and Exhibit 12-4, Rail Loop Pond 2 Existing <br />Condition (Revision 1, dated 4/05). Supporting documentation is presented in Appendix <br />12-1, Sediment Control and Pond Designs. Because there is no change from the existing <br />configurations, there is no need to include any supporting documentation on the ponds in <br />Attachment 12-1. <br />• HGT[ anticipates that all the existing drainage ditches, with the exception of Ditch 5, will be <br />retained with the new 2 MM ton/year coal handling system. Post TR-06 ditch <br />configurations are shown on Exhibit 12-2 (Revision 10). All existing facilities area culverts <br />will also remain following construction of the new coal handling system.
