March 30, 2006 <br />Mr. Byron Walker <br />Re: Hayden Gulch Loadout Permit C-92-081 <br />Responses to Midterm Permit Comments <br />Page 4 <br />At this time, HGTI intends to move forward with the modifications approved by CDMG in TR-06. <br />However, until various contract issues are resolved between HGTI's parent company and the <br />customer, HGTI can not implement the modifications and consequently, can not identify when the <br />new coal handling system construction will start. To assure HGTI can move forward in a timely <br />manner upon an agreement being reached, HGTI needs to maintain the modified facilities <br />information in the PAP as approved by TR-06. Consequently, HGTI believes it is best to maintain <br />the TR-06 revisions in the main section of Tab 12. <br />In response to CDMG's request HGTI has developed a discussion that explains the pre-TR-06 <br />conditions and describes what is currently existing, and on the ground. This material has been <br />complied in new Attachment 12-1, Existing Facilities Area Conditions. HGTI recommends that the <br />information in Attachment 12-I pre-date TR-O5. TR-OS is also a coal handling system modification <br />(similar to TR-06, but on a smaller scale), which was approved by CDMG in July, 2000, but which <br />was never implemented. HGTI is concerned the inclusion of the TR-OS material (i.e., Exhibit 12- <br />lA, Revision 0 of 5/15/00) might only increase the confusion surrounding what is approved (TR-06) <br />and what is currently on the ground. <br />TR-06 modifications primarily involve buildings. New buildings, which are shown on Exhibit 12-1 <br />(Revision 13) and Exhibit 12-2 (Revision 10) include: <br />• Rail car positioner and dump hopper <br />• Rail car dump hopper reclaim tunnel (with feeder belt conveyor) <br />• Reclaim tunnel belt conveyor <br />• Radial stacker <br />• FogJet system control building <br />Existin buildings, which will be retained as is (or with interior modifications), and which are also <br />shown on Exhibit 12-1 (Revision 13) and Exhibit 12-2 (Revision 10) include: <br />• Truck dump hopper <br />• Truck dump hopper reclaim tunnel (with feeder belt conveyor) <br />• Reclaim tunnel belt conveyor <br />• Crusher building (the crusher will be removed and interior retro-fitted with a coal chute - <br />superstructure will not change) <br />• 15,000 gallon water tank <br />• Dust suppression system control building <br />• Dust suppression system pressure tank building <br />• Powerhouse <br />Existin building, which will be retro-fitted and relocated (the relocated locations are shown on <br />Exhibit 12-1 [Revision 13] and Exhibit 12-2 [Revision 10]) include: <br />• Coal loadout building <br />• Loadout 60-inch belt ~ <br />Hydro-Environmental Solutions, Inc. <br />P.O.
