<br />Please explain to the Division the necessity of leaving terrace benches on the <br />reclaimed slopes to meet the requirement of 4.12.4(2). <br />3. It appears that a number of highwalls associated with the Bowie No. 1 Mine will not <br />be reclaimed. The highwalls in question are between the Office Level and Fan Level <br />and the Diversion Ditch Cut. According to Rule 4.14.1(2)(a), all areas disturbed by <br />surface coal mining operation shall be returned to their approximate original contour. <br />All spoil shall be transported and backfilled to eliminate highwalls unless it meets <br />the requirement of 4.14.1(2)(f). The highwall and face-up areas need to achieve a <br />safety factor of 1.3. <br />Please provide the Division a reclamation plan for the highwalls associated with the <br />area between the Office Level and Fan Level, and the cut associated with the <br />Diversion Ditch. <br />4. Bowie Resources did not provide a reclamation plan for the ROM stockpile. <br />According to the permit, the excavated material from the Diversion ditch was placed <br />in three locations; the Fan Level Bench, the Waste Disposal Area and the <br />Temporary Coal Storage Area (ROM). The Division believes that this material <br />should be utilized to reclaim the mine benches and the clean water diversion ditch <br />to approximate the original contours of the area. <br />Please provide the Division with a reclamation plan for the ROM stockpile. Bowie <br />should inform the Division as to where this material will be used to reclaim the mine <br />site. <br />5. The Division reviewed the mass balance calculations of the reclamation plan using <br />the AutoCAD Maps 6A-SN and 8A-2 on disk. The Division compared the existing <br />Facilities Map to the Postmining Contour Map using SurvCadd. The volumetric <br />program revealed 98,154 ry of fill material will be used to reclaim the highwalls. The <br />program calculated the cut volume to be 324,031 ry. The cut to fill ratio is 3.30. <br />Based on the volumetric calculations, it appears that Bowie does not have enough <br />material to reduce the highwalls as proposed on the Postmining Topography Map. <br />Please inform the Division as to where the remaining volume of material to reclaim <br />the highwalls will come from. This needs to be revised in the permit pages and mine <br />maps accordingly. Please see the attached Volume Report and Map for further <br />detail. <br />6. On the Postmining Contour Map and the Facilities Map, Bowie states that below the <br />Fan Level contour information is not available as of March 31, 1996. It references <br />Map No. 6A-SC to obtain the contour information for this area. Map 6A-SC is <br />labeled Reclamation Zones, and does not depict the existing or postmining <br />topography of the area. <br />Please update the Facilities Map (8A-2) depicting the existing topography and the <br />Postmining Contour Map (6A-SN) to show the proposed reclamation topography of <br />
