Stover & Associates
2768 Compass Drive, Suite 101
Grand Junction, CO 81506
RE: Bowie No. 1 Mine (C-81-038)
TR-28; Midterm Review Issues/Post Mining Topography
Dear Mr. Stover,
I~~~~
DEPARTMENT OF
NATURAL
RESOURCES
Roy Romer
Governor
dames 5. Lochhead
Executive Dueclor
Michael e. Long
Division DireUOr
The Division of Minerals and Geology received your technical revision application (TR-28)
addressing the midterm review issues and revising the post mining topography at the Bowie
No. 1 Mine. The revision was deemed complete for purposes of filing on April 11, 1996.
The Division has a few comments that need to be addressed prior to approval of the
revision;
1. Bowie Resources revised the Postmining Contour Map 6A-SN with the submittal of
this revision. The slopes associated with the Crushing & Screening Level, Shop
Level, Office Area and Fan Area will be no steeper than 2H:1V. Bowie did not
submit a stability analysis for the revised reclamation plan. According to Rule
4.14.2(E), the volume of all reasonably available spoil must be graded to a slope
compatible with the approved mining land use and meet a 1.3 static safety factor.
The operator must demonstrate to the Division, using standard geotechnical analysis,
that the minimum static factor of safety for the stability of all portions of the
reclaimed land is at least 1.3.
Please provide the Division with a demonstration that the revised postmining
topography will meet a static factor of safety at least 1.3.
2. The revised Postmining Topography Map retains a number of terrace benches on the
reclaimed slope. Bowie proposes to retain terrace benches on the Crushing &
Screening Level, Shop Level and Fan Area. According to Rule 4.12.4(2), terraces
may remain on the reclaimed slope on approval by the Division in order to conserve
soil moisture, ensure stability and control erosion of final graded slopes. Widths on
terraces are not to exceed 20 feet unless approved by the Division to be compatible
with the post mining land use. Bowie proposes to retain terrace benches in excess
of 100 feet on the reclaimed slopes.
