Long <br />Division DireUOr <br />The Division of Minerals and Geology received your technical revision application (TR-28) <br />addressing the midterm review issues and revising the post mining topography at the Bowie <br />No. 1 Mine. The revision was deemed complete for purposes of filing on April 11, 1996. <br />The Division has a few comments that need to be addressed prior to approval of the <br />revision; <br />1. Bowie Resources revised the Postmining Contour Map 6A-SN with the submittal of <br />this revision. The slopes associated with the Crushing & Screening Level, Shop <br />Level, Office Area and Fan Area will be no steeper than 2H:1V. Bowie did not <br />submit a stability analysis for the revised reclamation plan. According to Rule <br />4.14.2(E), the volume of all reasonably available spoil must be graded to a slope <br />compatible with the approved mining land use and meet a 1.3 static safety factor. <br />The operator must demonstrate to the Division, using standard geotechnical analysis, <br />that the minimum static factor of safety for the stability of all portions of the <br />reclaimed land is at least 1.3. <br />Please provide the Division with a demonstration that the revised postmining <br />topography will meet a static factor of safety at least 1.3. <br />2. The revised Postmining Topography Map retains a number of terrace benches on the <br />reclaimed slope. Bowie proposes to retain terrace benches on the Crushing & <br />Screening Level, Shop Level and Fan Area. According to Rule 4.12.4(2), terraces <br />may remain on the reclaimed slope on approval by the Division in order to conserve <br />soil moisture, ensure stability and control erosion of final graded slopes. Widths on <br />terraces are not to exceed 20 feet unless approved by the Division to be compatible <br />with the post mining land use. Bowie proposes to retain terrace benches in excess <br />of 100 feet on the reclaimed slopes. <br />
