June 1995 Southfield Mine ` TR-20 Responses (3) ~ 2 <br />The loadout area prior to construction of the railroad and loadout was used az undeveloped <br />rangeland az stated is the permit. After construction of the loadout and development of the <br />surrounding areaz the land use was changed to mine related operations and zoned light <br />industrial az shown on Map 4. Upon completion of mining the loadou[ will be reclaimed <br />to support the original land use of undeveloped rangeland, az stated in the permit. <br />The topography prior to development of the loadout is shown on Map 3. Upon completion <br />EFCI will partially reestablish the ridge in the east loadout which was removed when the <br />loadout waz constructed. This will require approximately 10,500 ry of material movement. <br />The west loadout will require approximately 7,700 cY of material movement. Map 29 haz <br />been revised to show the proposed post-mining topography. In addition, cross-section have <br />been added to Map 29 showing pre-mining, existing, and post-mining surfaces. <br />Map 30, Loadout Area Existing Topography has been changed to Map 32. <br />Comments on Revised Page Chanees <br />How mrech topsoil has been placed in stockpile M-4? What will be the maximrtm volume <br />of this pile? <br />Response: At this time EFCI has not calcula[ed the volume of stockpile M-4. The maximum <br />volume of M-4 will depend on how much topsoil is live handled. When M-4 is complete <br />EFCI will calculate the volume and submit it [o DMG. <br />2. From review of aerial photographs taken in 1980 it appears that the road to the <br />e-rplosives banker and the explosives banker were disturbed prior to issuance of the <br />permit and most likely topsoil was not available or srz/vaged In review of the same <br />photographs, photographs taken in 1983, and Minor Revision No. 12, it appears that the <br />road to the rock drsst storage tank and the pad were disturbed drtring the term of the <br />permit and topsoil was salvaged. The reclamation plan in this revision states, "Topsoil <br />will be replaced on the road and pad area to a depth of 6 ro ]2 inches and graded to <br />approximately original rontortrs ". Therefore, this area should be included in the acreage <br />requiring topsoil. Using the same photographs, it appears that the road to substation N <br />2 was present prior to issuance of the permit; however, it appears that topsoil should have <br />been stripped during constrr4ction of the pad. Therefore, topsoil should be available to <br />replace on the srtbsration pad. The page referred to in EFC/'s response only discrtsses how <br />roads will be reclaimed Can it be assumed that the explosives banker will be reclaimed <br />the same way, once the srruczrtre and all explosives are removed? Please address and <br />provide revised permit pages as necessary. <br />Response: Table 31 has been revised to include the rock storage tank pad and road, and the <br />substation N2 pad area.
