In areas where the buffer is less than 100 feet, the remedial use <br />of riprap in these locations be implemented where nece~~sary; and, <br />To control the location of outflow from ponds under flood <br />conditions, spillways be constructed in pond berms to outlet flood <br />waters. If the river were to breach into a lake during a large <br />flood, a spillway would serve to direct the flow safely back into <br />the main channel or to an adjacent pond in series. The spillway <br />could be constructed as a very low, flat and wide gras<_;ed waterway <br />which could blend into the adjacent embankment or incised <br />shoreline. For areas yet to be mined adjacent to the river, <br />especially ponds C, F, I and Areas 3 and 4, the inclusion of a <br />flood spillway should be considered for incorporation into the <br />final design. <br />4. In the narrative discussion of Exhibit C-7 and in Exhibit G, reference to <br />the impacts and mitigation on surrounding ground water wells is made. <br />The resolution of this issue has been discussed recently and an agreement <br />was reached. In lieu of an extended hydraulic investigation on the <br />effect of pit dewatering on well levels in the proximity, it was <br />determined a statement could be included in the permit that any impacts <br />on water rights or well structure would be mitigated by the operator. <br />Revised pages as appropriate should be submitted for inclusion in the <br />permit document. <br />Soils <br />5. The additional information on soils made available in Exhibit I and <br />Exhibit C-5, and the addition of the soil testing and records management <br />aspects of the soil salvage program, are commendable and should result in <br />imprroved reclamation of the site. <br />Vegetation <br />6. The pre~nine inventories identify fourwing saltbush and winterfat in the <br />permit areas of the four mine sites. The inclusion of two native legumes <br />in the seed mixture is noted as an exceptional proposal. AlU~ough the <br />revised seed mixtures proposed are quite appropriate and should produce <br />good cover, has the addition of fortis been considered in the revegetation <br />plan? <br />Reclamation Plan <br />At various locations in the permit a discussion is presented For <br />including irregularities in the pond shorelines. The plan is <br />indeterminate as to whether these will be features created during <br />excavation or by backfilling. The Division acknowledges the option for <br />the operator choose either method for constructing the intern+~1 berms in <br />
