16. Please explain why the area of the shaft #3 SAE is .41 acres in the SEDCAD SAE
hydrology run. It appears to be closer to 1.4 acres, digitizing off of Map 54B.
17. Volume 8.A-2 contains an SAE demonstration for topsoil stockpile #4. On which map is
this topsoil stockpile located ?
18. With the addition of the shaft #3 area as an SAE, it would appear that the Golder &
Associates cover letter, dated February 27, 1997 and contained in Volume 8A-2,
describing the 5 SAES at Sylvester Gulch, needs to be updated. Please provide an
updated cover letter or an appropriate follow-up letter that describes the as-built SAE
situation in Sylvester Gulch.
19. The Division is unable to locate the as-built certification for the SG-I pond. Please
provide this certification.
North Soil Storage Area
20. The North Soil Storage Area Sediment Pond SEDCAD run shows that the expected
runoff volume is greater than the previous submittal had accounted for. The same
computer run also shows that the geometry of the pond has changed. Please submit as-
built designs for the North Soil Storage Area Sediment Pond and demonstrate that the
pond has sufficient capacity.
21. Since the peak flow calculations have changed at the North Soil Storage Area, please
submit updated channel and riprap designs for ditches NA, NB, NC and the clean water
ditch.
22. The Division is unable to locate the as-built certification for the North Soil Storage Area
pond. Please provide this certification.
Main Facilities
23. According to the revised SEDCAD run for pond MB-2R, the sediment storage volume
for the 10 year-24 hour event increased from 1.39 acre-feet to I.58 acre-feet. Also, the
peak dischazge for the 10 yeaz-24 hour event increased from 36.68 cfs to 41.52 cfs.
Referring to the elevation-area-capacity-discharge table that is in the permit application,
this would result in discharge from the ]0 year-24 hour event flowing through the
emergency spillway, in violation of Rule 4.05.6(4). Please submit a revised pond design
that would allow the dischazge of the 10 year-24 hour event to be incompliance. In
addition, please provide the elevation-dischazge tables and the elevation-area-capacity-
discharge tables for the three SEDCAD runs for pond MB-2R.
