<br /> <br />• Please specify a timetable for each quarry, and include the estimated time period for each quarry <br />and the size of the quarry in each stage. <br />• The affected area was defined for quarries labeled DI, D2, D3 and D4. The applicant did not <br />state the affected acres for the quarries labeled D5, D6 and D7. Please define the affected area for <br />quarries labeled D5, D6 and D7. Affected area includes all areas disturbed by mining such as <br />roads, waste piles, topsoil piles and staging areas. <br />6. Rule 6.4.5 Exhibit E- Reclamation Plan Please address the following items; <br />Rule 6.4.5(2)(d) requires the applicant to specify the plan for topsoil segregation, preservation <br />and replacement. Please identify the amount of topsoil to be salvaged, the location of the topsoil <br />piles stored on site, how the piles will be protected from wind or water erosion, and the topsoil <br />replacement depth. <br />The applicant states that overburden will be stockpiled on site to be used for final reclamation. If <br />piles are stockpiled on site for greater than one year, a temporary seed mixture must be applied to <br />protect the material from wind and water erosion. The Division recommends a temporary cover <br />on stockpiled material and affected areas that can sustain the growth. The Division recommends <br />a combination of 2-3 of the species noted below be applied on the stockpiled material at a rate of <br />15 lbs./acre. <br />Y Western Wheatgrass <br />r Smooth Bromegrass (or Mountain Brome) <br />Slender Wheatgrass <br />r Sideoats Grama <br />i Intermediate Wheatgrass <br />Rule 6.4.5(2)(e) requires the applicant to state if reclamation will occur in stages. The applicant <br />should list the time, description of each area to be reclaimed during each phase of mining and <br />how reclamation will be carried out. <br />• Rule 6.4.5(2)(F)(v) requires the applicant specify the anticipated depth or range of depths for areas <br />where topsoil be replaced. If no topsoil is available, the Division recommends that the operator <br />separate any fine materials [o use as a topsoil substitute. Please add this language to the permit, <br />and commit to an overall topsoil replacement depth to be used during reclamation. <br />The applicant states that a few quarry holes will be left for ttse as watering holes for wildlife and <br />range animals. Rule 3.1.5(7) requires ponds be no steeper than 2h:1 v except from 5 feet above to <br />10 feet below the expected water line where slopes shall be no steeper than 3h: I v. Tltis will need <br />to be included in the reclamation plan and map(s). In addition, if the operator plans to leave <br />stockponds for final reclamation then approval from the Division of Water Resources is required. <br />If approval is not received from the Division of Water Resources during this review period, the <br />DMG will estimate a cost for [he quarry to be completely backfilled. Included, please find a <br />stock pond application [o be filed with the Office of the Stale Engineer. <br />• Please specify the slopes of the reclaimed area. If highwalls are to remain, they need to be <br />depicted on a map and stabilized (such as benching including the length, width, height and <br />number of benches). <br />
