Mr. Gilbert F. Rindahl - 2 - September 6, 1985
5. To what depth will topsoil be salvaged and what total volume is expected
to be stockpiled? The Division strongly recommends that topsoil
stockpiles be graded 3H: 1V.
6. Please state the buffer zone width from the east bank of East Plum Creek
to the pit boundary. The Division will require a 100 foot minimum buffer
zone to preserve riparian vegetation and wildlife habitat. Please state
that a 100 foot buffer will be maintained.
7. Concerning the existing ponds, will these be used for sediment control?
Also, when cleaning of these ponds is required, what will be the disposal
plan for the sediment?
8. Will the newly constructed sediment ponds be incised or will pond
embankments be constructed? Across section of the ponds is recommended
to describe these ponds.
9. What is the anticipated amount of waste (screening or crushing
fines, etc.) produced from this operation. How will waste be disposed
and reclaimed? If a waste pile is constructed, slopes no steeper than
3H:1V will be required. Please respond.
Exhibit E
10. When the 10,000 yd3 pile is removed, it is stated that channel bank
stabilization and restoration will be implemented. Please be more
specific. Will slopes be regraded, topsoiled, reseeded, etc.?
11. Again, in removal of this 100,000 yd3 pile, please address waste
disposal and reclamation.
12. How will ponds be properly reclaimed? Will they be backfilled and graded
or left as ponds?
13. How will trash and junk be properly reclaimed? Will it be removed,
buried, etc.?
14. Will drainages be reconstructed (i.e., swaled or graded to assure that
the major upland draws will not be blocked. Will riprap checks or hay
bales be constructed for erosion control? The Division recommends
erosion control in the reconstructed swales and drainages. Please
respond.
15. It is stated that no acid forming or toxic materials will be associated
with this operation. However, it is also stated that the site will be
graded and "compacted for stability and prevention of toxic materials."
Please explain.
