PERMIT CHANGE TRACKING SUMMARY
• Description of the Effect of this Amendment
on Previous Approvals
This permit amendment has considerable effect on previous approvals for this operation.
Included in this section is a tracking document in outline form that is accompanied by four computer
generated maps. These summaries are useful for future reference in reviewing the permit file on
this operation. The outlines summarize the history of the various permitting actions for this
operation from its start in 1956 to the present. After a permit has had several changes it becomes
increasingly difficult to know what was changed at various times during the course of the operation
and what effect the changes had on previously approved plans. A tracking document can help
provide a reviewer with the ability to quickly determine what happened when and what effect a
particular action had. However, the tracking docwnent is not intended to replace the original
documents, only to summarize them so subsequent file reviews can move more swiftly.
This amendment, as stated, has considerable effect on the current permit. Following are the
primary areas that have been changed as a result of this amendment:
1. A complete redefinition of the operational phases.
2. A redesign of the final topographic configuration and how that co~guration will be
achieved.
• 3. A redesign of the revegetation program based on recent findings in this field, particularly
with respect to the various developmental pathwaye vegetation can take during revegetation.
4. A redesign of the drainage control program that provides for aquifer recharge and
coordination with proposed drainage control programs for this part of the Colorado Springa~Little
Johnson/Widefield area of El Paso County.
5. Slight modifications to the backfilling program far the Castle Concrete Sand Pit.
6. An incorporation of the Castle Concrete Sand Pit into this operation. This will merge the
two operations and their respective permits rather than attempting to operate under two permits and
one reclamation plan. This will eliminate the confusion that has occurred in recent years regarding
responsibility for various work needed on the sites.
7. A proposed relocation of the Fountain Mutual Irrigation Ditch so its presence does not
interfere with the mining operation or cause difficulties in possible future development of this land
for industrial, residential, or recreational purposes.

History Page HIS-1
