ORGANIZATIONAL FORMAT <br />• Following the application form ere two tables of contents. One refers to the narrative portion <br />of the amendment application. The other refers to the location of exhibits that ere not included in <br />the page numbering used in the narratives (maps, figures, graphs, etc.). At the bottom of each page <br />of the narrative portion of the amendment is the page number of that exhibit, the exhibit subject, <br />and, where appropriate, the subheading of that portion of the ezhibit. The exhibit designations <br />follows the format in the application form. <br />APPLICATION INNOVATIONS <br />This amendment includes two innovations in the presentation of certain information. These <br />are intended to simplify visualizing exactly what is to happen at any particular time or to aid in <br />avoiding maps that are cluttered with too much information. <br />1. Ac(jacent landowners - Because of the large number of landowners within 200 feet of the <br />permit boundary, the landowner listing is provided on separate maps with numbered codes that refer <br />to a list of the names and addresses of the adjacent landowners. The list of adjacent landowners was <br />derived from the El Paso County Assessor Office records and the boundaries of their property was <br />taken from the Assessor Office maps. It needs to be understood that occasionally ownership changes <br />and these changes are often not reflected immediately in the Assessor Office records. As much care <br />• as possible has been taken to produce a listing that is as up to date as possible, but some of the <br />ownerships may change in the course of the amendment processing. <br />2. Sequencing maps - In the Mining Plan (Exhibit D) a series of sequence maps are provided <br />that diagrammatically shows how this operation will progress. These maps ate not intended to <br />replace any of the primary maps, but simply to present a visual representation of how the operation <br />will develop. It was felt that with an operation as complex as this one, having such diagrams would <br />present a clearer picture than could be produced verbally. However, these maps are not intended to <br />present precise time points in the development process, but rather the relationships between the <br />various phases. Achieving certain time points in the plan is a function of the market for the product <br />and cannot be predicted with aceuracy. On the other hand, the relationships between the various <br />phases is a function of the operational design and have little to do with market demands. Therefore, <br />the time point stated on each map is essentially a guess based on hoped for demand, but the <br />relationship between certain features in the operation should hold true irrespective of the actual <br />amount of time it takes to achieve that point in the operational life. <br />r ~ <br />~J <br />Introduction/Overview Page I!O.4 <br /> <br />
