<br />EXHIBIT E <br />Reclamation Plan <br /> <br />All slopes will be graded to a ratio of no greater than 3:1. <br />Overburden will be replaced as permitted by the excavation and <br />crushing operations within various portions of the individual <br />phased areas. Overburden thickness will be between 1 and 4 feet in <br />depth. Subsequently, topsoil that has been stockpiled will be <br />replaced at a depth ranging from 6-8 inches. <br />The site will be fall seeded whenever possible with the mix <br />recommended by the Natural Resources Conservation Service (see <br />attached). <br />The seed is planned to be sown by drilling; if soil conditions make <br />this impossible, seed will be broadcast and raked in at double the <br />drilling rate. The owners of the property have requested that no <br />native shrub seeds be included in the reclamation mix. <br />Fertilizer will be applied at a rate of 40 lbs/acre of ammonium <br />nitrate with a broadcast spreader. Straw or clean hay mulch will <br />be applied at a rate of 2 tons/acre, hand spread or preferably <br />crimped into the soil. <br />This reclamation plan also covers the ±1/2 acre site of the scale <br />house, at a site removed from the general permit area. <br />The reclamation recommendations by the Natural Resources <br />Conservation Service will be adhered to, and a copy of their <br />recommendations is attached. <br />
