<br />EXHIBIT D <br />Dining Plan <br />The existing topsoil on the site (ranging from 3-12") will be <br />scraped off and stockpiled and revegetated as necessary to prevent <br />wind erosion and loss. This will be accomplished with bulldozers, <br />loaders and trucking as needed. Some topsoil has been stockpiled <br />on an adjacent area from the previous operation. Topsoil <br />stockpiles will move in the direction of mining to accommodate <br />concurrent reclamation activities. Resultant slopes will be re- <br />graded to a 4:1 slope. <br />Overburden soils (ranging from 1-5') will be excavated and <br />stockpiled and revegetated as necessary, again with dozer <br />equipment, loaders and trucks as needed. Overburden stockpiles <br />will be relocated in the direction of mining. Generally overburden <br />will be graded into already mined areas within the individual phase <br />in the direction of mining. <br />Gravel will be mined ranging from a thickness of 14 - 16'. Mining <br />will be accomplished by bulldozer, trackhoe, loader and trucks as <br />required. Haul roads will be constructed as necessary. A scale <br />house exists on the exit road outside of the gravel mining area. <br />There will be no water used in this operation, nor will groundwater <br />or surface waters be affected. Seasonal precipitation may be <br />impounded at the low areas of the operation for future rangeland <br />use by the landowner. Stockpiling of aggregate material will take <br />place on site. <br />This operation will be mining, crushing and screening gravel for <br />road material only. There will be no ore and no tailings <br />processed. No chemicals will be used in this operation. <br />Subsequent to a particular portion of a phase being mined out, <br />reclamation efforts will begin, so that reclamation activities <br />proceed coincidental with mining activities. <br />This mining plan will proceed in three phases, the location and <br />size of which are indicated on the Mining Plan map. Arrows <br />indicate the mining direction, it is generally east to west. The <br />operator proposes to replace overburden and topsoil as the <br />operation proceeds through the particular phases. Phase 1 does <br />include the small area originally excavated under the 110 permit. <br />Each phase is proposed to require ±3 years for completion, <br />depending on the market for gravel. <br />Please refer to the Mining Plan Map for further clarification. <br />
