1

EXHIBIT E (Cont'd)
This operation is not expected to directly affect surface or
' ground water systems. Asphalt Paving Company believes it is in

1

1

compliance with federal and state laws and regulations governing
water and water rights. There is no application of the river
dredge law or siltation structure removal requirement. See
Exhibit G for more details concerning water.
Area outside the perimeter of the affected land will not be
affected in any foreseeable way by slides, runoff or other func-
tions of the mining and reclamation operations.
All land area of the affected land will be stabilized through
revegetation and appropriate slopes so as to control erosion and
attendant air and water pollution.
To the extent that range conditions are improved by redistri-
buting the soils, it is believed that wildlife habitat in the area
will be enhanced by the reclamation plan. See Exhibit H for more
details.
Revegetation Program. The revegetation program to be carried
out by Asphalt Paving Company is discussed below. This plan was
prepared by hir. tdark A. Heffner, Environmental Consultant, after
preparation of Exhibits I and J.
Revegetation Recommendations. Two primary environments will
be of concern to revegetative work. The largest and by far the
easiest environment to revegetate will be the large, relatively
flat area to be left after the mining is completed. Although this
environment will be droughty, it should be fairly easy to revegetate,
given sufficient time for vegetation development to occur.
14
