b. and a statement of how intpact control measures, management techniques, and monitoring <br />methods will be utilized to protect 'or. enhance the following is they are to be affected by <br />the proposed activities: <br />(i) threatened or endangered species of plants.or animals and then habitats; <br />(ii). species of animals protected 6y State or Federal law or as identified through .the con-. <br />saltation process described in Rule 4.18 and their habitats, and . <br />(iii)habitats of unusually high value of fish and wildlife.::::::.: . <br />We have been: recently made aware .of the Colorado Division of Wildlife's: concerns with, <br />declining` sage grouse populations in northwest Colorado, impacts to .existing sharp-tailed <br />grouse populations, and impacts fo the habitats of. both species. The U.S; Fish and Wildlife <br />Service has also recently informed us that the Columbian sharp-tailed grouse is a candidate for <br />federal listing. The USFWS has additionally made. us awaze of. their concerns regarding .the <br />impacts from mining operations upon neotropical migratory birds. <br />In addition to their: concerns regazding impacts. from mining .operations. on certain species of <br />birds, the USFWS has informed us of their concerns. when mining operations fail.to address <br />the potential impacts to fish habitat that may occur as a result of water depletion (damming of <br />ephemeral and:intermittent:surface water drainages with sedimentation livestock embanlttnents, <br />for example.) <br />To address these: concerns; and in accordance with.Rules 2.05.6(2)(a), the .Division recom- <br />:. mends Trapper .Mining Ihc. contact the Grand . Jtinction; Colorado, offices of the Colorado <br />Division of Wildlife and.the Ecological Services Section of the Grand Junction. office of the <br />U.S: Fish and Wildlife Service to:address the issues raised by these agencies:..The.Division <br />further requests than Trappei Mining Inc. develop measures that address. the enhancement of <br />these species in accordance with the recommendations received from these agencies, and revise <br />. the mine:permit accordingly. <br />During Trapper's initial permit submittal, the issue ojSage and Sharptail Grouse habitat was <br />addressed In general, the mine plan area was considered marginal habitatjor both species as <br />no active leks were known within the area and species numbers were determined to be law. The <br />Wildlife agencies did not consider the area as habitat of unusually high value for Sage and <br />Sharptail Grouse. Trapper feels that the issue ojgrouse useage and habitat was resolved during <br />the initial permit submittal process. <br />Trapper also feels the impacts of mining on neotropical migratory birds was also addressed <br />during the permit submittal process. Again, no habitats ajunusually high value for these species <br />were identified <br />The issue of potential impacts from mining operations on fish habitat resulting from water <br />depletion has been resolved during the "Windy Gap" review ojl988 and also during the pro- <br />cessing of Trapper's Technical Revision TR-67, Oak Gulch Ponds. Trapper feels additional <br />activity concerning this issue is not required. <br />
