4. Due to the limited size of the Chimney Rock Mine and this
proposed reclaiming operation, support equipment would
not be required to operate a full shift each day. This
was the case when Chimney Rock Mine was operating at full
production and would certainly apply to this bonding/
reclamation plan. Proposed usage of the support
equipment is as follows:
Grader/water truck - operated alternately throughout the
shift by a single operator. Grading of the haul road's
entire length requires approximately one hour.
Therefore, one circuit with the grader would be made
morning, noon and afternoon with the water truck being
operated between grader circuits. An additional hour per
shift was assigned to the grader for miscellaneous
operation.
Service truck - Operated for two hours pre-shift each
morning by the grader operator for servicing of the
loader and dozers, then driven to a central location and
parked. The haul trucks, water truck and grader would
each stop sometime during the shift with each operator
servicing his own equipment. The service truck itself
does not operate during this time since the compressor
and pumps run independently of the service truck. The
service truck is operated one additional hour by a dozer
operator for return to the shop area and refill of fuel
and oil. An additional hour per shift is assumed for
miscellaneous operation.
Pickup truck - Operated by the field superintendent for
travel to and from the job site, and for inspection and
supervision of operations. An estimated one hour each
morning and afternoon would be spent inspecting the field
operations with the pickup operating. A one-half hour
trip to and from the job site plus one hour of
miscellaneous operation are assumed each day.
The total operating hours per shift assumed for each
piece of support equipment is summarized on Page 1 of the
Revised Bonding Spreadsheet. Blue Book operating costs
are applied per operating hour of each piece of support
equipment (see Operating Cost Table page 4). Rental
rates on support equipment are monthly charges and are
applied regardless of the hours a piece of equipment
actually operates provided equipment hours do not exceed
176 hours per month as stated in the equipment rental
agreement. Support equipment rental costs are provided
on page 4 of the Revised Bonding Spreadsheet.
5. A swell factor of 20 percent has been assumed for the
compacted facilities area bench material. The overburden
balance calculations on page 1 of the Revised
