<br />Bonding Spreadsheet have been adjusted to reflect the <br />conversion of compacted cubic yards to loose cubic yards. <br />A Cat D-8R dozer was scheduled full time with the Cat <br />992C loader to rip and pile the material for more <br />efficient loading. in addition, the bucket fill factor <br />for the loader was increased to 0.9 to account for the <br />increased efficiency with the dozer assisting. <br />6. The compaction of the facilities area bench material <br />discussed in Section 5 adequately explains the lack of <br />sufficient spoil material to meet the post-mining <br />topography of the initial mid-term bonding/reclamation <br />plan submitted to the Division. Because the swelled <br />volume of 66,412 LCY from the facilities bench area (see <br />p.l) was not included in the overburden balance, it was <br />necessary to blast the highwall area for additional spoil <br />material. Bowever, the assumed 20 percent swell factor <br />for the compacted bench material plus minimal dozing of <br />the highwall crests (31,825 BCY) will balance the <br />overburden without need of drilling and blasting. The <br />overburden balance on page 1 of the Revised Bonding <br />Spreadsheets, Maps 14AR1 Bond Calculation Cross Sections, <br />and Map 20R1 Closing Sequence have all been modified to <br />reflect this change in the reclamation plan. <br />7. The topsoil volume figure for stockpiles A and R provided <br />on page 2 of the Spreadsheets has been revised to the <br />correct total volume figure of 16,600 LCY. <br />8. The road leading from topsoil stockpiles A and R to the <br />facilities area is a permanent landowner's access road <br />per Technical Revision 03 approved September 1, 1983. <br />Therefore, the cost of reclaiming this road has not been <br />included in the bonding cost estimate. <br />All haul or access roads requiring reclamation are <br />located either on the facilities area bench or within <br />disturbed pit areas. Therefore, backfilling and grading <br />costs are already included in the spoil material movement <br />hours. Quantities of material placed in the haul road <br />cut are provided on Map 14AR1, Bonding Calculations Cross <br />Sections. <br />9. Dimensions, volumes, means building construction costs <br />and foundation types have been provided for each <br />structure in the Overhead and Demobilization Cost Table <br />on page 6 of the Bonding Spreadsheets. Structural <br />demolition costs for the scale, scale house, fuel storage <br />tanks, oil barrel and tire storage, concrete pads and <br />other demobilized equipment have been revised using <br />current Division procedures. The coal crusher and radial <br />stacker have already been removed from the mine site and <br />have, therefore, been excluded from this revised bonding <br />estimate. <br />
