Had <br />led <br />tailed <br />It is our opinion that the two most preferable options for re laiming the <br />material stockpile are (1) removal from the site, or (2) back filling <br />against the highwall. When developing a reclamation plan for this <br />stockpile, long-term slope stability should be a primary conc rn. Items <br />such as potential slope failure, erosion potential, and usabi ity of the <br />land form should be considered. <br />2. The proposed backfilled portion of the quarry (Sections A-A', B-B') vary <br />from a 1~ slope to a 20~ slope. This amount of slope variati n is too <br />great. Please commit to a minimal slope gradient of not less than 15%. <br />This slope should begin at the Highway 141 berm, and continue to the <br />highwall face. <br />Exhibit F <br />1. The Reclamation P1 an Map should be amended to show the new pe it <br />boundaries. The new map should also depict the post-mining t pography, <br />given comment E2, above. <br />Exhibit L <br />1. An integral part of the site reclamation will be the removal, or <br />backfilling of, the 3 inch material stockpile. Reclamation o this <br />structure is required by the settlement agreement, and is req fired by the <br />(dined Land Reclamation Act. As the reclamation of this strut ure is an <br />outstanding liability to the permittee, the cost of performin this <br />reclamation task must be included in Exhibit L, and as part o the <br />financial warranty. <br />Given the two potential reclamation options suggested in Comm nt E1, two <br />separate cost estimates could be developed. <br />If the material were to be removed from the site, the reclama ion cost <br />estimate should include the following: <br />a. small dozer (D-5 equivalent) to push material downslope; <br />b. loader to place material in haul trucks; <br />c. haul trucks to transport material at least 15 miles. <br />If the material is to be used as backfill at the highwall, the cost <br />estimate should include: <br />a, small self-loading scraper (613/615 or equivalent) to move material; <br />
