UPDATE ~ <br />This is jor the renewal ojrhe general sand and gravel permit first issued on October 28, )982, and reissued on June 10, <br />]987. <br />The General Permit system jor regulating sand and gratin! production operations has worked well jor the State of <br />Colorado. Howevrr, there are numerous change which have been made in the permit that will be highlighted in this <br />rmiona(e. INTRODUCTION - STORMWATER PROGRAM <br />As required under the Clean Winer Act amendments of 1987, the En~iranmtntal Protection Agenry (EPA) has utablished a <br />framework jor regulating municipal and industrial stormwater duchargu. This framework is under the National Pollutant <br />Discharge Elimination System (NPDESJ program. The regulations (40 CFR 122.26) require specific types of industrial <br />facilities which discharge stormwater associated with industrial acti~iry fndurtrial srosmwaterJ, to obtain rovrrage jor this <br />discharge under an NPDES permit. Faci/ities which discharge industrial srormwater either directly to surface waters or <br />indirectly, through municpal separate storm revers, must~be rovrred by a permit. <br />The federal ejJluent guidelines that govern discharges from sand and gravel mining facilitiu (40 CFR 436) romrol most <br />surface runoff from mining jaciliriu.
