EFFLUENT LIMITATIONS AND CONDITIONS - STOR111WATER DISCHARGE <br />when the facility begins operations, or when the general permit certification is issued, whichever is later, <br />end updated as appropriate. <br />SWMP Certification. Any person signing a certification on the completion of the SWMP shall include <br />the following language: <br />'1 certify under penalty of law that a complete Stormwater Management Plan, in compliance with, Part <br />I.C of the permit, has bees prepared and implemented for my facility. Based on my inquiry of the <br />person or persons who manage the system, or those persons dirxtly responsible for gathering the <br />information, the Stormwater Managemrnt Plan is, to the best of my knowledge and belief, true, accurate, <br />and complete, and implemrnted as writtrn. 1 am aware that there are siguificanl penalties for falsely <br />certifying the completion of said SWMP, including the possibility of Erne and imprisonment for knowing <br />violations.' <br />Prnhihition of Non-slormwaler Diuharncs <br />a. Except as provided in paragraph b, below, all discharges authorized by this permit shall be composed <br />entirely of slormwaler. Discharges ofmaterial other Chao stormwaler must be addressed in a separate CDPS <br />permit issued for that discharge. <br />b. Discharges from the following sources that are combined with stormwaler discharges associated with light <br />industrial activity may be authorized by this permit, provided that the non-stormwater component of the <br />discharge is identified in the SWMP (see Part I.C2.c.4 of the permit): fire fighting activities, springs, or <br />landscaping imgation return flow. <br />Recordkceoin¢ and Internal Reporting Procedures <br />The permittee shall identify procedures (or recordkeeping and internal reporting. <br />Employee Education <br />The permiltee shall develop and implement employee education programs to inform persomel at all levels of <br />responsibility of the components and goals of the SWMP. Education should address topics such as spill response, good <br />housekeeping and material management practices. The permittee shall identify periodic dates for such instruction. <br />D. MONITORING AND REPORTING <br />Rearesentalive Sampling <br />Samples and measurements taken as required herein shall be representative of the volume and nature of the monitored <br />discharge. <br />Failure to submit the reports as required in either Part I.D.3 or I.D.4 shall coaslimte a violation o(Ihe permit and may <br />coostimte grounds for revocation of the permittee's authority to discharge under the permit. <br />2. Samolirt¢ <br />Sampling and testing of stormwater for specific parameters under Part I.C is not required on a rontine~basis under this <br />permit. However, the Division reserves the right to require sampling and testing beyond this, on a case-bycase basis, <br />at any facility covered by this permit, in the evrnt that there is reason to suspect that corrtpliance with the SWMP is a <br />problem, or to measure the effectiveness of the BMPs in removing pollutants in the effluent. <br />
