Shelton <br />Director <br />Bear Coal Company has submitted a request for minor revision to its existing <br />reclamation plan for the backfilling of the portal cut at the Bear No. 2 <br />Mine. As described in my memo to you of September 14, 1982, I met with <br />company representatives to discuss this proposal in your absence Iasi week. <br />sear Coal Company proposes to backfill the portal face-up area with under- <br />ground development waste from the neighboring Mt. Gunnison No. 1 Mine. This <br />material will be placed at a maximum facial slope angle of 2:1 (horizontal <br />to vertical slope). The toe of the backfilled material will maintain a <br />setback of at least 12 feet from the crest of the existing portal bench. <br />One foot of soil cover will be placed over all backfilled waste prior to <br />final revegetation of the site. <br />In considering this proposal, I have reviewed the prior stability analyses <br />and the material testing results submitted by the appropriate operators for <br />the Bear No. 2 portal and for the Mt. Gunnison preliminary waste pile. The <br />material strength characteristics of the Mt. Gunnison No. 1 underground <br />development waste and that of the originally anticipated Bear No. 2 backfill <br />material are not significantly variant. For this reason, the proposed <br />revision should not constitute a significant change and i recommend its <br />approval. <br />In conferring the approval of this minor revision for the Bear No. 2 Mine, <br />I recommend that you remind Bear Coal Company that conformance with the <br />applicable stipulations of their original permit No. C-o33-81 will continue <br />to be strictly enforced. Stipulations No. 8, No, 9 and No. IO specifically <br />deal with this topic. These stipulations require compaction testing of <br />backfill underground development waste material prior to commencement of <br />its placement. Further, these stipulations require engineering supervision, <br />inspection and certification of the placement and compaction and final grading <br />of the backfilled material. Following completion of the backfilling, the <br />operator is responsible for the installation and monitoring of slope stability <br />rranuments. <br />/mt <br />Attachment <br />cc: Brian Munson <br />
