• Existing water rights are in place to serve the subject property. Water is delivered to the <br />subject property via a pump and water line system with a current point of diversion from <br />the Middle Fork of the South Platte River. Water shall be stored on the subject property <br />in a 10, 000 gallon storage tank. <br />• A 34'x12' concrete vault structure shall be constructed on the subject property to serve as <br />awash-out facility. Three (3) 10'x10'x4' deep ponds are proposed for the wash-out <br />facility. Three (3) 6" diameter blockouts at 2' off the floor shall be located between each <br />interior pond wall. <br />• Leftover or "comeback" concrete shall be utilized to create concrete steel form blocks <br />and/or for paving purposes on the subject property. Concrete residue in truck drums shall <br />be treated via the concrete vault wash-out facility. <br />• A Stormwater Management Plan has been completed for Colorado Department of Public <br />Health and Environment-Water Quality Control Division Permit Certification No. COG- <br />501400 to address stormwater on the subject property. As per said plan, Raw material and <br />Product Stockpiles are located within the pit area, allowing for any stormwater runoff to <br />stay within the pit. Any runoff from the product stockpiles will collect in the settling <br />ponds. <br />Stockpile materials shall be directed to the concrete batch plant facility via a conveyor <br />system on the subject property. <br />Asphalt Plant Specifications <br />• See the site plans at Exhibit B for the proposed location and layout of the asphalt plant <br />facility on the subject property. <br />The proposed portable asphalt plant is an existing plant, currently located on Guanella <br />Pass, Colorado. Air Pollutant Emission Notice (APEN) No. OSPO0163 was issued by the <br />Colorado Department of Public Health and Environment, Air Pollution Control Division, <br />for this asphalt plant on September 1, 2005 (See Exhibit E). The proposed existing plant <br />has a maximum height of 60' with a production rate of 250 tons per hour. (See Exhibit F <br />for photographs of the proposed existing plant). If our client is unable to utilize the <br />proposed plant, a similar plant will be located on the subject property. <br />• Approximately, two (2) acres of land is necessary to accommodate the asphalt plant <br />facility, controls, and bins. <br />
