Unit Traiu Loadout Silo Demolition <br />6. The bid from Industrial Systems, Inc. calls for only dropping the silos. The <br />Divisions estimate for the silos includes loading the concrete and hauling it to <br />an off-site landfill, as stated in the permit. The loading portion of the task is <br />not a small portion, as the concrete is extremely thick and rebar reinforced. In <br />the bid document, BRL intends to leave the concrete and bury it in place (it is <br />unclear form the bid document if this is included in the cost to drop the silos). <br />If BRL is going to bury the concrete in place, several additional items are <br />required. First, the Division needs cut and fill volumes and a new revision to <br />the reclamation plan stating that the concrete will be buried on site and a map <br />showing exactly where it will be buried. Second, the Division needs county <br />and landowner approval for the burial of the concrete on site. Third, the <br />Division would need to evaluate whether leaving this large quantity of <br />concrete would be compatible with the current, approved post-mining land use <br />of an orchazd. <br />Unit Train Loadout Structure Removal <br />7. All demolition charges in the Division's estimate are for hauling the debris <br />off-site. It is unclear if the ISI bid includes off-site disposal or burying in <br />place. <br />8. Most of the Demolition tasks that are necessary at the Loadout are not included <br />in BRL's "Scope of Work". These include all of the MCC's, scrubber, tunnel <br />building, truck scale, silo fan, pump houses, all culverts, railroad track, bridge, <br />fencing removal and fuel tank removal. These add up to over $380,000.00. <br />9. The contractor includes a rebate for salvage, which is not allowed by the <br />Division. <br />10. On the Qualifications page of the bid, the contractor assumes no liability for <br />problems that may azise during reclamation. The Division, when it contracts a <br />project, shifts all of the responsibility for any unforeseen events onto the <br />contractor. <br />Task 120 -Seal Rock Sloae Entry Structures <br />11. These will be removed from the estimate in the bond release SL-02. The <br />correct process for adjusting a bond for items that were never constructed is <br />either in conjunction with a bond release or through a Technical Revision. <br />Tasks 130 - 133 - Reve¢etation <br />12. The Division will update the reclamation cost estimate to reflect the revised <br />seed mix contained in Minor Revision 107. <br />
