The cut and fill volumes given in the "Scope of Work" document appeaz to be <br />approximately ] 0% less than those used by the Division. The Divisions <br />volumes come from TR-38, when the current reclamation plan was proposed <br />and approved. <br />2. It is unclear from the bids submitted by BRL as to whether the contractor took <br />haul grades and distances into consideration. For example, the ROM/timber <br />storage azea fill that is at the lowest part of the mine must be hauled to the <br />upper-most portions of the site. <br />3. There is no basis for comparison of the bid calculations. All that was given <br />was a bottom line number. <br />4. In the CON-SY bid, there is a "Bid Clarifications" sheet. This sheet basically <br />shifts all responsibilities and liabilities for any unforeseen problems to the <br />Operator. The Division works the opposite way, shifring all of the <br />responsibility to the contractor, thereby increasing the cost for the Division to <br />complete the reclamation. <br />5. In the current version of the reclamation cost estimate associated with Permit <br />Renewal 04, the Division changed the size of the dozer from a D8N to a D9R. <br />The increased efficiency of the D9R actually decreased the backfilling and <br />grading costs for tasks using a dozer. <br />Office of Office of Colorado <br />Mined Land Reclamation Active and Inactive Mines Geological Survey <br />
