D. T. Mathews - 2 - June 5, 2000 <br />upper diversion ditch PCC plans to excavate a channel in the natural ground north <br />of the pile. The channel will be below the level of the refuse, approximately 10 feet <br />below at the outlets. This design will minimize the risk of run-off overtopping the <br />channel and eroding the pile. <br />Pages 14-10 & 11 were amended to include a discussion of new Exhibit 60. Page <br />x of the table of contents and Tab 13 table of contents list Exhibit 60 and are <br />enclosed. Replacement pages CRDA2-12 through 13k (Appendix 13-2) present the <br />revised run-off calculations and design for the CRDA-2 upper diversion ditch. <br />7. No changes are anticipated to the reclamation plan at this time. The discussion on <br />page 14-1 states the start of "Year 1"maybe up to 1 year past the end of final shut <br />down to allow for final engineering, permitting and job bidding. Therefore, year 1 <br />on Figure 14-1 is the year 2001. <br />8. The reclamation plan revisions included with this transmittal should not effect the <br />current reclamation cost estimate. <br />9. The reclamation plan, page 14-13, was amended to remove the rock check dams <br />from coal canyon and harvest the sediment so the channel has an approximate <br />uniform grade. This activity will benefit the reclamation of CRDA No. 1 & 2 because <br />it provides an additional source of subsoil and rock for rock groups. I do not believe <br />the reclamation bond will need to be amended for this reclamation activity. A close <br />evaluation would likely show a savings in the reclamation cost since the harvested <br />subsoil is closer to the refuse piles than the subsoil from CBA No. 2. <br />10. PCC asked the BLM if it is interested in keeping the large diameter culverts in place <br />to facilitate access to public lands. The BLM has not responded to the request. <br />PCC will address the reclamation of these large diamater culverts after the BLM <br />responds. <br />11. The cheatgrass infestation issue is addressed on amended page 14-14. <br />12. Enclosed is amended Exhibit 11 C which shows the alternate sediment control <br />measures to be employed during reclamation after the sediment ponds at the unit <br />train loadout are removed. Also enclosed is a Sedcad demonstration (new pages <br />14-6-19 through 14-6-34) which indicates the silt fences and berms shown on <br />Exhibit 11C will ensure compliance with the effluent limitations of 4.05.2. Also <br />enclosed is amended page T13-5-2 which lists the unit train loadout after <br />reclamation when the sediment ponds are removed. <br />
