Dear Mr. Mathews:
The DMG's letter dated February 18, 2000 transmitted the referenced revision order.
Following are Powderhorn Coal Company's responses to the DMG's questions and
concerns:
1. Enclosed is amended Table 3-1, page T3-1-2. The address for Pico Coal Company
and Powderhorn Properties Company were corrected.
2. The Notice of Violation List provided in Table 3-2 was updated to include all
violations issued for the three year period prior to the date of the page revision.
Enclosed are pages T3-2-1 through T3-2-4.
3. The permit term narrative on page 3-6 was updated to reflect current status. Tables
3-7 and 3-8 are deleted since they are duplicates of Tables 12-1 and 12-2. The
enclosed second page of the Table of Contents for Tab 3 was revised to indicate
tables 3-7 and 3-8 were deleted.
4. The narrative in permit section 2.05.2, beginning on page 12-1 is enclosed and was
amended to reflect current conditions.
5. The narrative in permit section 2.05.3 beginning on page 12-3 is enclosed and was
amended to reflect current conditions.
6. With regard to CRDA-1, enclosed are revised Exhibits 9C and 18 which present the
final configuration of this pile. With regard to CRDA-2, enclosed are revised
Exhibits 51 & 53 and 'new Exhibit 60. New exhibit 60 shows the final contours of
CRDA-2 along with a relocated and re-designed upper diversion ditch. A cross-
section of the new upper diversion ditch is presented on Exhibit 53. To develop the
