Rule 6.4.5 Exhibit E- Reclamation Plan Map

~he map of the proposed affected land must indicate the expected physical appeazance of the
area of the affected land correlated to the proposed mining and reclamation timetables. The
map must show the proposed topography of the area with contour lines of sufficient detail to
portray the direction and rate of slope of all reclaimed lands. Please submit a reclamation
plan map depicting the contour lines of the reclaimed land.
Rule 6.4.12 Exhibit L- Reclamation Cost
13. The applicant provided a reclamation cost estimate in the amount of $1,320.00 per acre. The
Division calculates the bond based on what it would cost the State using in independent
contractor to complete reclamation. This includes a unit cost for backfilling, grading, topsoil
application, seeding, mulching, fertilization and labor to complete the reclamation. The
Division typically determines the point during the operation when the site has reached a point
of maximum disturbance. In doing so, the Division must determine the unit costs for each
task using the required volumes, haul or push distances and grade to backfill and grade the
quarries.
Based on the maximum disturbed area during the final pit closure, please address the
following;
a) Please provide an estimate of the volume of material (in cubic yards) for each of the
quarries. In addition, state the depth of each quarry once mining is complete.
b) Please specify the location, height and width of any proposed highwall.
c) Please specify the haul or push distance for overburden material and topsoil material.
d) Please specify the slope of the areas during backfilling and grading.
Please be advised that Beech Hill Quarries Conversion Application may be deemed inadequate,
and the application may be denied on November 14, 2000 unless the above mentioned adequacy
review items aze addressed to the satisfaction of the Division. If you feel more time is needed to
complete your reply, the Division can grant an extension to the decision date. This will be done
upon receipt of a written waiver of your right to a decision by November 14, 2000 and request
for additional time. This must be received no later than the deadline date.
If you have any questions, please do not hesitate to call.
Sincetely,
Erica Crosby
Environmental Protection Specialist
cc: Carl Mount; DMG
Vic Norris; c/o Blue Mountain Stone
