_~~ <br />Rule 6.4.4 Exhibit D-Mining Plan <br />5. Please specify the thickness of overburden or quantity of waste rock that will be removed to <br />reach the mineable areas. In addition, the location of the overburden piles and topsoil piles <br />must be shown on an exhibit. Please revise the text and maps accordingly. <br />6. Please indicate the size of the areas to be worked at any one time and establish a timetable to <br />describe the mining operation. The timetable is for the purpose of establishing the <br />relationship between mining and reclamation during the difTerent phases of the mining <br />operation. The applicant should give an estimate of the periods of time which will be <br />required for the vazious stages or phases of the operation, a description of the size and <br />location of each area to be worked during each phase and the sequence in which each stage <br />will be carried out. <br />Rule 6.4.5 Exhibit E- Reclamation Plan <br />i"~ Portions of the application state that slopes will be reclaimed to no steeper than 3h:1 v, and <br />other portions of the permit reference reclaimed slopes to be no steeper than 2h:ly. Please <br />clarify the grade of the reclaimed slopes. Please be awaze that slopes steeper than 3h:ly <br />require justification from the applicant that supports steeper slopes for the proposed post- <br />mining land use and demonstrate compliance with the performance standards of Section 3.1. <br />Blue Mountain Stone will need to specify the areas of the quarry where slopes will be steeper <br />than 3v:1 h, the proposed slope gradients, and the overall length of the slopes. The applicant <br />will need to discuss the stability aspects of the steeper than 3h:ly slopes and how erosion will <br />be minimized and allow vegetation to establish. <br />~8. The applicant states that highwalls will be lefr in place for final reclamation of the site. The <br />location of highwalls will need to be discussed in the permit application and included on the <br />reclamation plan map. The applicant will need to specify the height and extent of each <br />remaining highwall. In addition, the applicant will need to discuss any methods proposed to <br />stabilize the highwalls (such as terracing or partial slope reduction), prevent erosion and <br />promote the establishment of vegetation. Please address accordingly. <br />9!Please include a plan or schedule indicating how and when reclamation will be implemented. <br />The plan should include an estimate of [he periods of time which will be required for the <br />various stages or phases of reclamation, a description of the size and location of each area to <br />be reclaimed during each phase and an outline of the sequence in which each stage or phase <br />of reclamation will be carved out. <br />lb. Please explain how the seedbed will be prepared to eliminate compacted conditions (e.g., <br />plowed, chiselled, disked...) and the application rate of any fertilizer that will be applied. <br />Please describe the methods of weed control that will be employed for all noxious weed <br />species on site. Due to the abundance of Diffuse Knapweed in the area, the operator will <br />need to include a mitigation plan to control [he noxious weed and implement the plan <br />immediately on all areas where the Knapweed persists. <br />
