Enclosed are several items relating to this plan that should be <br />updated in the permit document, including: !}revised Tables 4.9-3 and 4.9-4 which show the updated top- <br />soil balance after accounting far orphan topsoil piles, 2) a revised worksheet to be placed in Appendix A <br />which details new bonding requirements for orphan topsoil piles, 3) a revistxi pemut page 1-41 which <br />reflects an updated number of orphan topsoil piles, and 4) a table {Table 1} presenting a detailed balance <br />between topsoil stockpiles versus mine wide disturbance areas, which should be placed with the worksheet <br />in Appendix A, In addition, a regrade plan for orphan topsoil pile A92-S is presented for your wnsidera- <br />tion. Finally, the revised bond submitted with this midternt review reflects dte changes to this orphan top- <br />soil stockpile plan. <br />We have completed an exhaustive topsoil balance evaluation and have detemtined the amount of surplus <br />topsoil to be approximately 433,500 BCY's. This quantity of surplus topsoil was estimated very conserva- <br />tively, assuming replacement of an average 14 inches of topsoil in Ashmore and Hawker pits in order to <br />ensure that an average 12 inches of topsail is in place after allowing for settling, possible sheet erosion, etc, <br />Enclosed Table I summarizes the topsail balance evaluation. Topsail stockpile quantities aze balanced <br />against disturbance acres to be retopsoiled. [n the Derringer/Enfield pits area there is just enough remain- <br />ing topsoil stockpiled to replace the required average 12-inch topsoil depth. This assumes that the yet-to- <br />be-disturbed acreage in Derringer pit will balance topsoil salvage and replacement. Thus, alt topsoil <br />stockpiles in Derringer and Enfield pits will be exhausted with no orphan piles left. Sufficient topsoil to <br />replace an average 12-inch depth on the mine access road, the B/C haulroad and the mine facilities area is <br />considered in Table 1. Again, this balance is conservative because some additional topsoil wilt be available <br />on cut and fill areas of the haul and access roads. The Flintlock pit topsoil balance shows a small amount <br />of surplus topsoil. However, because Flintlock pit topsoil was salvaged after the April, 1994 agreement <br />beriveen Trapper and DMG regarding topsoil handling (April I8, 1994 letter from Kent Gorham to Forest <br />Luke), Trapper is committed to replacement of all salvaged topsoil in this pit, Likewise, the Table 1 top- <br />soil balance evaluation assumes that with all Trapper Mine land disturbed from 1994 through the end of <br />mine life, topsail salvage will balance with topsoil replacement. (Nate: Table 1 does not include topsoil <br />balance information for sediment pond areas because it was felt that these areas are sa small and remote <br />that a topsoil salvage and replacement balance would simply be assumed.} <br />
