Response: The operator agrees that judgment will be required to ensure that all <br />demolition debris can be accommodated within a selected interval from the decline entrance. <br />Miscellaneous debris may also be buried on site. Contaminants (transformers, hydrocarbons, or <br />other fluids, possibly stockpiled ore) will require removal from the site and proper disposal ... . <br />Response: No hydrocarbon fluid wastes will be left at the Topaz site when it enters <br />final reclamation, and any such hydrocarbon wastes will be properly disposed. <br />No ore stockpiles exist at the Topaz mine site at present, although this could certainly <br />occur in the future. If low grade stockpiles are present at the Topaz mine site when it enters final <br />reclamation, the Operator will either remove or bury the material or construct adequate runoff <br />control and containment structures to ensure that the material is not exposed and susceptible to <br />erosion and transport off-site. <br />... the estimated amount of earthwork to perform appears to be in the range of 13,000 cubic <br />yards of cut and f ll. - - <br />Response: This volume has not been verified by the Operator, but cursory <br />measurements of the material involved indicate that the suggested volume is in the proper range. <br />Constructing earthen vehicle barriers will be included in the grading tasks. <br />Response: The Operator has agreed to construct road barriers, during final <br />reclamation, if this is the preferred alternative of involved State and Federal agencies at the time <br />final closure is performed. As the normal road closure practice, the Operator will construct <br />water bars along roadways to deflect runoff to avoid erosion. These water bars will normally <br />suffice as vehicle barriers. <br />After grading, the compacted areas will be ripped. This includes the 2.17- acre access road, and <br />about 2 more acres of the level portions of the dump pad <br />Response: No response. <br />The area requiring revegetation includes the 2.17-acre access road and an estimated 4.17-acre <br />area contained in the 7.71-acre polygon. The seed mix was revised, and seed will be applied by <br />broadcasting and dragging from an ATV. No fertilizer or mulch will be applied, though noxious <br />weed control will be carried out. <br />Response: The conditions stipulated above are acceptable. However, the Operator <br />- prefers to maintain flexibility-regarding-the-type-of implement to be used for seeding and <br />dragging; while an ATV is suited to this type of work, other specially adapted agricultural <br />implements are also suited for this type of work. <br />Reclamation equipment being considered for these tasks includes a small to medium dozer with <br />ripper, a small wheeled loader or front-end loader, and possibly a medium excavator (with jack <br />hammer). <br />Response: For purposes of estimating equipment hours and costs, the types of <br />equipment described above are suitable for final reclamation of the Topaz site. Other pieces of <br />equipment may be used also, as dictated by specific site conditions. For example, an <br />underground mine loader/tram might be used to haul debris into the decline (limitations on <br />overhead clearance); a trackhoe may be used to pull dump slopes back prior to dozing/grading; <br />in instances where long hauls are involved and dozer pushes are long, dump material might be <br />transported by trucks or scrapers to accomplish cut and fill requirements; although most grading <br />2 <br />
