App. <br />Page 2 <br />12) In order to provide sufficient growth medium, other than salvaging topsoil and growth medium <br />where physically possible, you may want to consider salvaging and stockpiling all the screened <br />~~ fines. More than likely a lazge amount of the fine material that is generated during mining <br />operations will actually be growth medium that was deposited in crevasses or hard to access <br />sites. Saving screened fines will increase the availability of growth medium which will be <br />necessary to adequately reclaim the disturbed areas. <br />17) Revegetation. As stated in the April 22,1997 adequacy letter "the land shall be revegetated in <br />such a way as to establish a diverse effective and long-lasting vegetative cover..." The existing <br />approved reclamationplan does not provide enough vegetative cover to meet the requirements <br />of Rule 3.1.10 (as outlines in pazagraph l4 of the April 22, 1997 adequacy letter). However, <br />you are currently proposing to mitigate the situation by: 1) covering the benches with growth <br />medium and seeding with native grasses and trees and; 2) covering the quarry floor with growth <br />-~ medium and planting native grasses (possibly planting a few trees as a deterrent to erosion). <br />Rather than utilizing the approved seed mix, you aze proposing to use native grass species <br />consisting of those outlined in pazagraph 17 of your response. There are three items you need <br />to provide; 1) the depth of growth medium you propose to deposit on the benches and quarry <br />floor, 2) the amount of trees, per acre, you propose to plant on the benches and quarry floor (the <br />percent of each species you propose to plan[ ), and 3) the PLS per acre of each grass species (the <br />local SCS can assist you). In addition, you should commit to utilizing the logged trees, and <br />shrubs (if any) , to construct btvsh or trees piles throughout the distwbed area which will create <br />additional wildlife habitat. <br />18) The map you submitted is inadequate for two reason: 1) it does not accurately delineate the <br />permit area, and 2) the map does not depict the expected physical appearance of the entire <br />~~ petmit azea. It only shows Phase I. The map should only show the contours lines of the <br />proposed topography and not be cluttered with existing topographic lines. !n addition, the map <br />should show the physical appearance of the revegetated areas (benches, etc.), the proposed <br />sediment control structures, the wildlife access ramps, etc. <br />~l X20) You should commit to submitting a copy of the Habitat Conservation Plan (HCP) within 30 <br />U days afrer approval by all parties. <br />21) You need to submit a statement describing the general type, thickness and distribution of soil <br />over the affected land. Soil consists of dolomite, granite (solid and decomposed), alluvium and <br />clay. <br />24) You need to provide the Division with a copy of a notarized agreement between the applicant <br />and the person(s) or entity having an interest in the power line, that the applicant is to provide <br />v ~/ compensation for any damage to the structure. <br />b <br />
