You should add that the delimit <br />will be mined by the cut and bench method from top to bottom. This method should not de- <br />C7~ stabilize the dolomite beds. <br />26) You propose to monitor blasting operations and provide the Division with the results prior to <br />blasting in the amended area. As long as you comply with the U.S. Department of the Interior <br />Blasting Guidance Manual (1987) regarding record keeping, and utilize appropriate <br />instrumentation tocollect the required data, and comply with the maximum threshold standards <br />set by the U.S. D.I., the Division will accept your proposal. You must commit to sending the <br />~ blast results to the Division within 30 days after each blast. Monitoringdeviceswill be requited <br />~~ - at each structure within 5000 feet of the mine site. Air blast and ground motion will be <br />monitored at each structure. <br />Blasting operations in the existing permit area must be addressed since the approved permit does <br />not contain any information to demonstrate that off-site azeas are not currently being disturbed. <br />Since, it appeazs, you prefer to monitor blasting operations, you must initiate monitoring <br />activities during your next blast and continue to monitor for the life of the mine or until you can <br />demonstrate that the operations wi I I not adversely affect off-site areas. Conditions set out above <br />(record keeping, using appropriate instruments, complying with U.S.D.I. threshold standards, <br />submitted of blasting results, etc.) will apply to blasting operations in the existing permit area. <br />The Air blast threshold standazd is 1 psi. A copy of the ground motion threshold standards is <br />enclosed. <br />Pursuant to Rule 1.8, your response wil I constitute a technical revision to your application. A copy of <br />b~, the amended filing must be submitted to the County Clerk and Recorder and an affidavit or receipt <br />demonstrating that the Clerk and Recorder received the amendment must be filed with the Division. <br />The decision due date is currently set for May 26, 1997.
