2. As stated in the existing permit, light-use roads which existed prior to the construction of <br />the mine site will be maintained as necessary, but will not be reconstructed to the current light-use <br />road standards. Those roads located outside the immediate mine site, as is this road, will be left in <br />place at the time of reclamation, as the roads were part of the original contour. <br />3. MCC currently plans to dispose of the brush from the site. MCC would, anyway, <br />appreciate the information offered earlier on transplanting shrub clumps. <br />4. No response required. <br />5. Again, MCC will utilize the topsoil , if possible, in the reclamation of areas of the mine site <br />which have been prepared for topsoil, including the lower refuse pile. MCC has explained to the <br />Division numerous times that MCC has reclaimed (graded and placed soil cover) the west-facing <br />slope of the lower refuse pile to the furthest extent south (the edge of the future gob buttress over <br />the gravel drain). Also, as topsoil volumes have been a concern, MCC has utilized only subsoil to <br />cover the north portion of the west slope and, for our own information, will evaluate the success <br />of our seeding efforts with this media. MCC will soon submit a minor revision application to add <br />a discussion of this test area in Exhibit 51. Other than the subsoil test (soon to be revised), the <br />reclamation of the west slope of the refuse pile is completed as presented in Exhibit 51. MCC <br />believes the OSM concern was based on their unfamiliarity with the gravel drain and buttress <br />designs revision (TR 66) which had only been recently approved at the time they first voiced a <br />concern. Prior to this revision, the entire west slope was to have been soil covered at the present <br />grade and configuration. <br />No response required <br />Slone Stability <br />1. The cuts and fills of the access road loop will be constructed in compliance with Rule <br />4.03.2. Attached is the reclamation plan, associated cross sections, and wedge stability analysis <br />for the access road loop and material storage area, in compliance with Rule 4.03.2(7). The safety <br />factors for the reclaimed configuration are well within the accepted standards. <br />2. Table 44 has been edited to show only the shotcreted designs for all the ditches of the <br />material storage bench area and provide the discharge for D2R-7, along with other minor errors <br />identified in the mid-term or other reviews. Due to the absence of the secretary who does the <br />permit word processing, I am unable to provide you with a final copy of the revised Table 44 <br />today, but will forward you a copy as soon as it is completed (expected early next week). <br />3.
