If reseeding proves to be necessary, <br />Frei intends to follow the Oikos recommendations (see letter <br />of December 23, 1980 from Oikos) as to seed mixtures and <br />revegetation techniques. <br />follows: <br />The technical revision submitted by Frei is as <br />6tining Plan, Revised. Because of past activities and <br />the geography of the site, almost all of the affected land <br />will be in a disturbed state during the first year of the con- <br />tinuing operation. In order to maximize the recovery of the <br />natural resource, the revision includes the mining of the area <br />between the existing lakes and the South Platte River. Extrac- <br />tion will be started along the western side of the property. <br />When that excavation is completed, mining will occur in the <br />extreme north end of the property and will continue to the <br />south. Approximately 20 acres at the south end will be used <br />for a plant site and stockpiling until it becomes necessary <br />to move them to get at the underlying sand and gravel. (See <br />lriap Exhibit D-1, Revised.) An area in the southwest part of <br />the property will be excavated immediately so that it can be <br />used as a settling or silt pond. It is expected that waste <br />fines will fill this area prior to completion of mining. As <br />excavation continues to the south, the plant will be moved to <br />the silt-filled settling pond area. The plant will remain <br />there until mining is completed. <br />The existing pond at the southeast end of the affected <br />land will be divided by placing a berm from the east end of <br />the island to the north shore and from the west end of the <br />island to the south shore. The smaller water area will remain <br />as a clear, freshwater pond. <br />As noted in the Oikos letter, the soils in the eastern <br />part of the property, Dacona loam and Terrace Escarpment, were <br />used to resoil the banks of the four northern lakes and the <br />banks of the lake to the south. Soils on the western side of <br />the property are Sandy Alluvial Land (Sm) and Wet Alluvial Land <br />(VYt). Both of these soils are rated poor for use as topsoils, <br />although an occasional area of Wet Alluvial is rated as fair <br />topsoil. Previous operators have removed most of the topsoils <br />and have stockpiled them as indicated on Map Exhibit D-1. The <br />stockpiled soils will be used or moved as mining progresses <br />through the area. <br />Excavation of the aggregate will be by dragline. The <br />exterior pit perimeters will be mined at 3 to 1 so that no <br />backfilling and only minimal reshaping will be necessary as <br />each reclamation phase begins. <br />'~ <br />
