Page 2.05-13(a) details a small feed hopper and transfer to be <br />constructed for indirect feed of clean coal to the overland <br />conveyor. These items were not included in the bond estimate. <br />Please ask the operator to include these structures. <br />Response - The bond has been modified to address the small feed <br />hopper. <br />3. Page 2.05-12(a) also details a discharge conveyor and transfer <br />chute from the preparation plant to the existing overland conveyor <br />for direct feed of clean coal. These items were not included in <br />the bond estimate. Please ask the operator to include these <br />structures. <br />Response - The bond has been modified to address these structures. <br />4. Page 2.05-13(b)(lc) details a reclaim tunnel and preparation <br />plant feed conveyor belt and hopper that will be constructed for <br />transferring the low quality coal to the preparation plant. These <br />items were also not included in the bond estimate. Please ask the <br />operator to include these structures. <br />Response - The bond estimate for the conveyor has been submitted <br />previously, and the Division identified it in Task 92A. Both the <br />reclaim tunnel and hopper are located below grade and will not <br />require any special activity to remove them in the event of bond <br />forfeiture. <br />5. I recommend that you ask the operator for a flow chart to be <br />incorporated into the permit, which details the coal handling at <br />the Foidel Creek Mine. The discussions are somewhat confusing and <br />a flow chart would assist a reviewer who is not familiar with the <br />site. It would also assist me in determining what structures need <br />to be removed upon reclamation. <br />Response - Twentymile feels that the current discussion is adequate <br />and that the DMG specialist assigned to the property is <br />knowledgeable about the layout of the surface facilities, which <br />includes the coal handling system. The specialist can verbally <br />describe the system to others at the Division who may become in <br />some of aspect of the review process. It is suggested this be <br />tried before additional paper is added to the permit. <br />6. Page 2.05-13(b)(lc) discusses the construction of an emergency <br />overflow sump that will be constructed near the preparation plant. <br />What is included in the construction of this structure? Do bond <br />monies need to be associated with this structure? <br />
