Response - No further response required.
6. The capacity of the coal stockpile to be expanded was included
with the operator's responses. However, the task of removing half
of the stockpile to the refuse pile was not included in the
estimate. Please see task 102.
Response - A bond estimate is provided; however, it states the
material will be placed in the portal area as opposed to hauling to
the refuse pile. This is an acceptable disposal area for this
material and it is closer to the stockpiles.
7. The removal of the preparation plant was included in the bond
estimate for MR#111. The operator included a cost in this TR for
disposing of concrete, but not braking it up. this cost has been
included in Task 92A. This cost has been included because the
operator has not provided appropriate cross-sections to show that
the pads will be covered with a suitable amount of fill. Once this
demonstration has been provided, these costs may be removed if
appropriate.
Response - The bond has been modified to accommodate this task.
8. The removal of the thickener tank was included in the bond
estimate for MR#111. The operator included a cost in this TR for
disposing of concrete, but not breaking it up.
9. The clean coal conveyor was removed from the operator's
estimate, and I added it back in as the description of the coal
handling structures did not change.
Response - The clean coal conveyor has been added back into the
bond calculation.
10. The answer to this question regarding supplemental fill
material is not critical at this time, as the backfilling and
grading plan is currently being addressed in Permit Revision No. 3.
Response - No further response necessary at this time.
Additional Adequacy Questions:
1. Topography should be included on Map 24, as it was difficult to
determine road grades.
Response - The format for Map 24 has been worked out with the
Division over a period of time and topography was previously
