<br />By increasing the mining area in Ashmore Pit, an evaluation of the <br />affect on the 1988-1992 permit term bond is required. Section 4.0 of <br />this revision discusses bonding. <br />2.0 Colt Pit Mining Area. <br />Development drilling data from 1987 more accurately defined the coal <br />resources in Colt pit. Therefore, a change in the mining area for the <br />1988-1992 permit term as presented in PR-2 is required. Map M10B, sheet <br />2 of 4, is attached to show the proposed mining change. <br />In 1988, an additional 14.7 acres will be added to the Colt pit mining <br />area and 6.2 acres will occur in the part of Colt pit partially mined <br />prior to the abandonment of the pit. Also, 1,8 acres of the area <br />planned for mining in 1989, will need to be done in 1988. This leaves <br />6.7 acres of actual new mining disturbance. As shown on Map M10B, this <br />area is located at the southeast corner of Colt pit. This increase in <br />mining area and resultant boxcut spoil will require an increase in the <br />topsoil removal area. Map M10A, sheet 2 of 4, topsoil removal, outlines <br />the increase in topsoil stripping for Colt pit. As shown, approximately <br />32 additional acres will need to be stripped of topsoil. Note that the <br />additional area to be stripped includes the previously reclaimed scoria <br />pit, portions of reclaimed Derringer pit, and a portion of reclaimed <br />Colt pit. Reclamation criteria established in recently approved PR-2 <br />will be applied to the "re disturbed" area. <br />The 1987 development drill data also indicates a reduction in coal <br />resources available in the Colt pit area. During 1988 and 1989, 36.2 <br />less acres will be mined than originally planned. Revised map M10B, <br />sheet 2 of 4, shows this reduction. In addition, M10A, sheet 2 of 4, <br />also shows this same reduction in terms of topsoil removal. <br />Much of the change occurs in federal lease C-25948. The amount of area <br />to be affected in this lease by Colt pit operations was reduced from 45 <br />acres to 9.4 acres. Since less coal is actually present, the tons of <br />coal to be mined were reduced from approximately 149,000 tons to about <br />108,000 tons. Since this was a change in the mine plan, consultation <br />was made with local Bureau of Land Management personnel on June 10. <br />Attachment 1 presents the information required by the Bureau personnel. <br />Topsoil removal for these proposed changes is scheduled to begin August <br />1st, 1988. All material from these areas will be hauled to existing <br />topsoil stockpiles. Mining of Colt pit will begin no earlier than Aug <br />15, 1988. The dragline will dig in on the newly added area at the north <br />end of the pit. Spoil will be placed to the east, into the current open <br />cut of Colt pit. <br />By adding additional mining area at the southeast corner of Colt pit, <br />the resulting boxcut spoils will cause a change in the recently approved <br />postmining contour map. Revised map M12 is included with this revision. <br />Note that the new change will have little effect on the existing <br />established drainage. Reclamation of the additional areas will be as <br />presented in recently approved PR-2. <br />
